Accordingly, the Home Affairs sector has proactively implemented the assigned tasks. Administrative reform in agencies and units continues to be implemented synchronously in all 6 tasks and has achieved some remarkable results such as: 100% of agencies and units have a set of administrative procedures under the authority of the unit. In particular, the sector has focused highly on organizational work, advising the Provincial People's Committee to decide to establish 15 new units, merge and consolidate 31 units. In the first 6 months of the year, the whole sector also advised Party committees and authorities at all levels to effectively implement Resolution No. 39/NQ-TW dated April 17, 20195 of the Politburo on streamlining staff and restructuring the contingent of cadres, civil servants and public employees and Decree 108/2014/ND-CP dated November 20, 2014 of the Government on streamlining staff.

The leaders of the Department of Home Affairs also explained and answered specific contents according to the synthesis of difficulties, problems, recommendations and proposals of departments, branches, districts and cities in the field of home affairs in the first 6 months of 2019.

Among them, many issues are being concerned such as: Handling difficulties during and after merging hamlets; administrative units; subsidy regime for commune police and hamlet officials; recruitment, transfer, promotion exams for civil servants in administrative agencies and public service agencies; organizational apparatus work, streamlining payroll; difficulties in implementing policies of the Central and the province at the grassroots level due to lack of synchronization and timeliness.
