6 interdisciplinary teams conduct comprehensive inspection of environmental issues in Vung Ang
Information from the Ministry of Natural Resources and Environment said that Minister Tran Hong Ha has signed a decision on inter-sectoral inspection of environmental protection for units operating in the Vung Ang Economic Zone, Ky Anh town, Ha Tinh.

According to the decision of Minister Tran Hong Ha, Mr. Hoang Van Thuc - Deputy Director General of the General Department of Environment is the Head of the inspection team. The two Deputy Heads of the team include Mr. Luong Duy Hanh - Director of the Department of Environmental Protection Control (General Department of Environment) and Mr. Pham Lam Son - Deputy Director of the Department of Natural Resources and Environment of Ha Tinh province.
The inspection team included representatives from the Ministry of Public Security, Ministry of National Defense, Ministry of Science and Technology, Ministry of Agriculture and Rural Development, Ministry of Industry and Trade, Vietnam Academy of Science and Technology, Vietnam Institute of Energy and Atomic Energy, Hanoi University of Science and Technology, Hanoi University of Civil Engineering and a number of specialized units of the Ministry of Natural Resources and Environment, representatives of the People's Committees of Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue provinces...
“The inspection team is responsible for inspecting the compliance with environmental protection laws of units operating in the Vung Ang Economic Zone; units participating in analyzing environmental samples and measuring related samples; and the report content of the inspected units,” information from the Ministry of Natural Resources and Environment clearly stated.
According to the decision of Minister Tran Hong Ha, the working group will be divided into 6 working groups:
Group 1led by Associate Professor, Dr. Trinh Van Tuyen - Director of the Institute of Environmental Technology (Vietnam Academy of Science and Technology). Team 1 will inspect environmental protection for the Gas Separation Plant, Coke Plant, Steel Plant, Iron Plant and other related construction items.
Group 2The team, led by Associate Professor Vu Duc Loi - Deputy Director of the Institute of Chemistry (Vietnam Academy of Science and Technology), will conduct an environmental inspection on the import, purchase, sale and use of chemicals, and pipeline cleaning activities of the Project and related participating contractors.
Group 3The inspection team, led by Associate Professor Dr. Nguyen Viet Anh - Director of the Institute of Environmental Science and Technology (Hanoi University of Civil Engineering), will inspect environmental protection in the collection, transportation and treatment of domestic wastewater, biochemical wastewater, and industrial wastewater; the import and use of biological products in wastewater treatment; water treatment plants; and the rainwater and wastewater drainage systems of the entire project.
Group 4The team, led by Dr. Trinh Thanh - Deputy Director of the Institute of Environmental Science and Technology (Hanoi University of Science and Technology), will inspect environmental protection at Formosa's Thermal Power Plant - Unit 1 and other auxiliary works of Formosa and Vung Ang Oil and Gas Power Company.
Group 5The team, led by Mr. Nguyen Xuan Quang - Deputy Director of the Department of Environmental Protection Control, will conduct environmental protection inspections at the equipment maintenance workshop; Son Duong port, imported steel billet rolling mill, auxiliary works of Formosa and the Service Center and Infrastructure of Vung Ang Economic Zone.
Group 6is a General Staff Team led by Mr. Vu Kim Tuyen - Director of the Department of Organization and Personnel of the General Department of Environment, operating under the assignment of the Head of the Inspection Team.
In addition, the Ministry of Natural Resources and Environment has requested the People's Committees of Ha Tinh, Quang Binh, Quang Tri and Thua Thien-Hue provinces to direct the Department of Natural Resources and Environment to coordinate with the environmental police force and relevant agencies to conduct inspections of the remaining establishments, industrial parks and economic zones that are discharging wastewater into the sea in the area.
"The People's Committees of the above provinces are requested to strictly handle violations according to the provisions of law, report the implementation results to the Ministry of Natural Resources and Environment (sent via the General Department of Environment) before May 25 so that the Ministry of Natural Resources and Environment can synthesize and report to the Prime Minister according to regulations" - the Ministry of Natural Resources and Environment stated.
Previously, Prime Minister Nguyen Xuan Phuc directed the Minister of Natural Resources and Environment and Chairmen of People's Committees of localities to, in accordance with the law, review all production facilities that discharge waste, and at the same time strengthen inspections of coastal industrial production facilities, not allowing the discharge of waste into the sea without monitoring according to environmental laws; requiring close monitoring of wastewater discharge that affects the marine environment. In particular, the Prime Minister assigned the Ministry of Natural Resources and Environment and the People's Committee of Ha Tinh province to report to the Prime Minister on the licensing and monitoring of the waste discharge system of Formosa Hung Nghiep Iron and Steel Company Limited, clarifying the responsibilities of relevant agencies and individuals; at the same time, immediately deploy an automatic monitoring station from the waste discharge point of the Formosa factory to the monitoring station of the Department of Natural Resources and Environment of Ha Tinh to check and take automatic samples for analysis to control the waste discharge of the factory. The Prime Minister assessed that the mass unusual deaths of seafood in the provinces of Ha Tinh, Quang Binh, Quang Tri, and Thua Thien - Hue were serious environmental incidents, negatively affecting the lives of people in the four central coastal provinces. Because this was an unusual incident, the first of its kind in our country, the initial handling of the situation was still lacking in information, passive, and confused. |
