68 households in fishing villages along Lam River will be granted 'red books' in February 2025
After Nghe An Newspaper published an article, the authorities stepped in and completed the documents to meet the wishes of the fishing village people of Dang Son commune, Do Luong district.
Red book issuance will be completed in February 2025
In mid-January, households in a fishing village along the Lam River in Dang Son Commune received notice from local authorities that they would be granted land use right certificates in the next few days.
“After nearly 13 years of waiting, this day has finally come. We are all very excited. Without a red book for so long, our lives have been difficult,” said Nguyen Van Quang, 73 years old.

Accordingly, in 2012, the project to build a resettlement area for fishing households on the Lam River was implemented in Dang Son commune, with a total investment of 6.5 billion VND. 68 households who had been living on the river for many generations had land for the first time to build houses and stabilize their lives. However, they were still not granted red books, causing many inconveniences in life, especially for households in need of loans.
The local government said that the reason was that "documents related to the project could not be found", while the locality also did not know clearly which unit was the investor of this project. According to the land use plan of Do Luong district until 2030 approved by the Provincial People's Committee, the resettlement land allocation location is planned for residential land purposes in rural areas.
Although 68 households were allocated resettlement land in the field in 2012, currently no land allocation decision or land allocation record has been found, and no detailed planning approval for the division of resettlement land plots by the competent authority has been found, so there is no basis to determine the specific area allocated to households as a basis for granting land use right certificates.
According to Mr. Bui Nguyen Hai - Chairman of Dang Son Commune People's Committee, after Nghe An Newspaper published an article, the competent authorities also issued directives. Mr. Hai also said that this is not only the joy of the fishing village people but also the Commune People's Committee. Because in recent years, the fishing village people often petitioned this issue in meetings but the commune did not have enough authority to resolve it.
We are currently preparing documents to invite fishing village households to work. It is expected that after Tet, the documents will be completed to submit to the People's Committee of Do Luong district to issue land use right certificates to the people in February.

Project with unknown investor?
Regarding this incident, immediately after Nghe An Newspaper published an article, the Department of Information and Communications sent a document requesting the Chairman of Do Luong District People's Committee to verify and clarify the contents stated in the newspaper.
In a recent response from the District People's Committee, the leader of the Do Luong District People's Committee said that from July 8, 2024, the Do Luong District People's Committee issued a document to the Department of Natural Resources and Environment to seek opinions on handling the problem of granting land use right certificates to the fishing village of Dang Son commune. On November 25, 2024, the Do Luong District People's Committee continued to issue a similar document to the Department of Natural Resources and Environment but still received no response.
On December 19, 2024, after Nghe An Newspaper had reported the article, the Department of Natural Resources and Environment issued a document on giving opinions on handling the problem. Accordingly, the department requested the People's Committee of Do Luong district to review the actual land use status of households based on the 2017 cadastral map of the commune as a basis for determining the area to consider granting land use right certificates to households according to regulations.

Then, on December 30, 2024, the People's Committee of Do Luong district issued a document assigning the People's Committee of Dang Son commune to re-examine the actual land use status of 68 households for comparison. In case the actual area in use is different from the 2017 survey map, the Branch of the District Land Registration Office is requested to re-survey as a basis for preparing a dossier requesting a certificate of land use rights. "Guide fishing village households in need of a certificate of land use rights to complete the dossier according to regulations, handle the contents according to their authority to request the District People's Committee to issue a certificate of land use rights to households in need before February 28, 2025", the document of the People's Committee of Do Luong district stated.
However, in the response document of Do Luong District People's Committee, there was no mention of who the investor of this project was. When asked about the responsibility of individuals and units involved in the allocation of resettlement land but without a decision, minutes... Mr. Tran Van Hien - Vice Chairman of Do Luong District People's Committee said that because the documents no longer exist, it is not known which unit is the investor to hold responsible.
Mr. Hien previously affirmed that the Rural Development Department was the investor of this project, however, the department's leader denied it and said that the People's Committee of Do Luong district was the investor.
Mr. Nguyen Quoc Cuong - Director of the Do Luong District Construction Investment Project Management Board said that after reviewing, it was confirmed that the District People's Committee is the investor of the project. Previously, Mr. Cuong also affirmed that the district was not involved in this project./.
