(Baonghean.vn) - The Department of Home Affairs said that within 14 years, the whole province had 884 students studying under the selection system; of which 68% of them were unemployed after graduation.

No solution to resolve boundary disputes

At the meeting, the issue that most concerned the supervisors was the resolution of administrative boundary disputes in some localities, which, although voters had petitioned many times through many voter meetings, had not been completely resolved.

The land disputes between Chau Ly commune (Quy Hop) and Tan Hop commune (Tan Ky) have emerged; between Thanh Luong (Thanh Chuong) and Nam Hung (Nam Dan); between Nam Thanh (Nam Dan) and Nghi Cong Bac, Nghi Cong Nam (Nghi Loc).

Director of the Department of Home Affairs Le Dinh Ly said that the Department has coordinated with local authorities to organize many consultations, however, there has not been a common agreement between localities on a solution.

The reason for this situation, according to Deputy Head of the Legal Committee of the Provincial People's Council Thai An Chung, is that there is currently no specific procedure for resolving administrative boundary disputes, but only a procedure issued in the 90s of the last century.

Therefore, to completely resolve voters' petitions on this issue, the Department of Home Affairs needs to proactively advise the Ministry of Home Affairs to provide specific instructions on the resolution process.

68% of students are unemployed

Members of the monitoring delegation also raised issues about the situation of students being unemployed after graduation; the training and placement of ethnic minorities in state administrative agencies and public service units.

According to the representative of the Department of Home Affairs, within 14 years, the whole province had 884 students studying under the selection system; of which 859 graduated and 25 were studying.

It is worth noting that currently 68% of people are unemployed; causing a great waste of budget resources due to the payment system for recruited students through scholarship support and monthly allowances for the subjects and wasting resources.

The cause of this situation, in addition to the objective factor of the construction and proposal of initial recruitment targets from localities not being close to reality, is also subjective because some students do not ensure the correct study and graduation years. University level is 4-5 years, but there are students who study for 6-7 years, some even study for 9 years to graduate.

Therefore, some job positions intended for nominated students have been arranged for others during the time the nominated students are studying.

Regarding training and placement of ethnic minorities to work in state agencies, a representative of the Department of Home Affairs informed: The Government has issued Decision No. 402/QD-TTg, dated March 14, 2016, approving the Project on developing ethnic minority cadres, civil servants and public employees in the new period.

However, up to this point, the Ministry of Home Affairs has not yet provided guidance on the proportion of ethnic minority officials and civil servants in government apparatus at all levels to have a basis for implementation.

The Standing Committee of the Provincial People's Council also recommended that the Department of Home Affairs pay attention to resolving voters' recommendations on surplus teachers; arranging preschool teachers in localities; resolving policies and regimes for cadres, civil servants, and part-time workers at the commune and hamlet levels after the arrangement and merger.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested the Department of Home Affairs to review the opinions and recommendations of voters transferred by the People's Council and People's Committee under its authority to assign specific departments and individuals to focus on resolving and responding specifically to voters.

It is necessary to pay attention to thoroughly resolving administrative boundary disputes at the local level; review and coordinate with the Department of Justice to develop a project to reduce meetings and improve the operational efficiency of the apparatus.

The Vice Chairman of the Provincial People's Council also requested the Department to consider adjusting the time for assigning educational staff to localities at the beginning of each school year, creating favorable conditions; research and propose an appropriate proportion of ethnic people in state agencies.
