7 breakthroughs in implementing Directive 05 in Nam Dan district

(Baonghean) - With great pride and sense of responsibility: Uncle Ho's homeland must be the place to create many changes in studying and following Ho Chi Minh's ideology, morality and style - Party committees at all levels in Nam Dan district have been implementing Directive 05 of the Politburo in a serious, creative, practical and specific manner.

Nam Dan is one of the leading localities in bringing the study and following of President Ho Chi Minh's moral example into the regular activities of Party organizations, agencies and unions with many diverse, easy-to-do and easy-to-understand forms. The implementation of Directive 05 of the Politburo in Nam Dan is also associated with the implementation in the spirit of Resolution 4 of the Central Committee (term XII), aiming to create positive changes in ethics, qualities and working style among cadres and civil servants at all levels.

In Nam Dan district, each level, each sector, organization, agency, and unit, depending on the nature and specificity of the work, chooses appropriate actions following Uncle Ho's example; in short, it is to raise awareness and responsibility in performing the duties and tasks of cadres and party members; focus on solving pressing and weak issues of their units and localities, and at the same time direct the implementation of key political tasks, promoting the implementation of goals and targets set forth by the Resolutions of Party Congresses at all levels.

The district level has selected 7 breakthroughs in implementing Directive 05. Notably, it focuses on directing and implementing action programs to implement the Resolutions of Party Congresses at all levels. Strengthening direction, inspection and supervision to ensure strict implementation of discipline and administrative discipline in agencies and units in the spirit of Directive 26 of the Government and Directive 17 of the Provincial Party Committee. Expanding dialogue between the Party Committees of communes and towns with the people to grasp the aspirations and opinions of Party members and people, promptly resolving difficulties, creating unity and consensus within the Party and between the Party and the people.

In 2016, the District Party Committee directed the organization of 2 dialogues in Nam Tan and Nam Phuc communes and in 2017, 4 communes. Enhance the responsibility of district and commune officials to resolutely direct the remaining 5 communes, and at the same time complete the district-level criteria to achieve the new rural district in 2017.

For each facility in the district, a number of specific contents and tasks have been selected to implement according to Ho Chi Minh's ideology, morality and style. For Nam Kim commune, according to comrade Pham Quyet Thang - Secretary of the Commune Party Committee, the locality has selected and focused on innovating the working style and manner of cadres and civil servants, especially leaders, heads of Party committees, authorities and the Fatherland Front, and mass organizations.

Specifically, in addition to handling administrative work and procedures for people at the headquarters, commune officials and civil servants increase their visits to the grassroots, closely following the political tasks they are assigned to in each hamlet to direct such as developing trees and animals, building new rural areas, and handling people's petitions.

In addition, to have more resources, especially to create a spreading effect in the community, each cadre and civil servant of the commune also contributed 1 - 3 million VND/person to build the new rural area; each year contributed 1 day's salary to support families with special difficulties or unfortunate events. By the end of 2016, Nam Kim commune reached the new rural area; some advantageous crops such as hill lemon trees were expanded by more than 10 hectares in 2016, creating momentum for further development.

In Hung Tien commune, implementing Directive 05, the Party Committee of the commune focused on promoting propaganda, raising awareness of political ideology, overcoming conservative, waiting and relying thoughts. Comrade Nguyen Dinh Viet - Party Committee Secretary, said: Besides some hamlets that promoted their internal strength well such as Truong Tien hamlet, when the State's cement support was not timely, they proactively mobilized 100% of the people's contributions to complete the criteria; in some hamlets, there was still a mindset of waiting and relying.

Therefore, the Party Committee has gone to the grassroots level, directly worked with the hamlets, clarified in each Party Cell, Executive Committee, Party members and people in some hamlets the responsibility of the State and the people in building the new rural areas, avoiding the mentality of waiting and relying on others to actively promote internal strength.

In each organization and individual, they also determine for themselves specific tasks and actions in implementing Directive 05. For commune-level cadres and civil servants, it is to set an example in implementing the code of conduct in the workplace, in conjunction with complying with discipline and administrative discipline according to Directive 26 of the Government, Directive 17 of the Provincial Party Committee; at the same time, spending a lot of time sticking to the work, sticking to the assigned base to direct.

For the District Military Command, it has focused on innovating working methods and styles; improving the quality and efficiency of work, improving the quality of consulting documents; innovating methods of contacting the people. Thereby, the unit focuses on resolving outstanding policies for war invalids, families of martyrs, fire-propelled laborers, soldiers... From May 2016 to present, the unit has reviewed and assessed documents to ensure benefits for 8,500 policy beneficiaries and strives to complete this in July 2017 for a total of 12,000 beneficiaries.

Comrade Nguyen Tran Hong - Commander of the District Military Command, in addition to the above content, the unit also deployed the model "Helping children go to school", through the campaign for each officer and soldier to put 1,000 VND into the savings box every day; the Commander and Political Commissar each put 10,000 VND every day to build a fund to regularly support 6 poor students, children of families with preferential policies who have overcome difficulties and studied well, from primary school to grade 9 and the program will be implemented continuously.

Comrade Vuong Hong Thai - Head of the Propaganda Department of Nam Dan District Party Committee, affirmed: Through studying and implementing Directive 05 of the Politburo, Party committees at all levels, agencies and units have identified breakthroughs and specific models to follow the ideology, morality and style of President Ho Chi Minh, focusing on removing long-standing difficulties and obstacles at their level and units, overcoming limitations and violations among cadres, party members, civil servants and public employees.
