In his opening speech, General Secretary and President Nguyen Phu Trong emphasized that President Ho Chi Minh's 79 springs of life are the most beautiful symbol of Vietnamese patriotism and revolutionary heroism. He is the shining crystallization of morality, intelligence, spirit and conscience of the nation and the era.

According to the General Secretary, under the leadership of the Party, headed by leader Ho Chi Minh, our people rose up to break the shackles of slavery of more than 80 years of the colonial regime, abolished the feudal regime that lasted for thousands of years, established the Democratic Republic of Vietnam - the first people's democratic state in Southeast Asia, opening a new, most brilliant era in the glorious history of the nation - the Ho Chi Minh Era.

After the victory of the August Revolution, internal and external enemies colluded to plot to overthrow the young revolutionary government, hoping to impose their rule over our country once again. Faced with this dangerous situation, President Ho Chi Minh and our Party led the entire people to simultaneously fight against three enemies: "hunger", "ignorance" and "foreign invaders".

With clever and flexible strategies, he steered the Vietnamese revolutionary boat through all rapids and dangers, in a "thousand pounds hanging by a thread" situation, taking advantage of time to build up forces in all aspects, while trying to protect and consolidate the newly established, still very young revolutionary government.

The head of the Party and State reiterated President Ho Chi Minh's call for national resistance, which called on the entire nation to unite and join forces to carry out a long-term resistance war, with an iron will: "We would rather sacrifice everything than lose our country and become slaves."

Under the correct leadership of the Party, following the banner of "resistance and nation building" by Ho Chi Minh, our army and people have successively defeated the enemy's military plans, culminating in the historic Dien Bien Phu Victory "famous in five continents, shaking the earth".

After the successful end of the resistance war against French colonialism, the North was completely liberated, our people entered a new revolutionary period, simultaneously carrying out two strategic tasks: Building socialism in the North and continuing to fight to complete the people's national democratic revolution in the South.

The country has never had the foundation, potential and position it has today.

The General Secretary in his speech clearly stated that national unification was the burning desire and constant concern of President Ho Chi Minh. He once said: "Vietnam is one, the Vietnamese people are one. Rivers may dry up, mountains may erode away, but that truth will never change!"

Before passing away, he left the entire Party and people a historic Testament, in which he affirmed a strong will, an iron determination and a belief in certain victory: "No matter how difficult or arduous, our people will definitely win completely. The American imperialists must leave our country. Our Fatherland will definitely be unified. Our compatriots in the North and the South will definitely be reunited under one roof."

Referring to Ho Chi Minh's thought, the General Secretary affirmed that it is a system of comprehensive and profound viewpoints on fundamental issues of the Vietnamese revolution; the result of a process of creatively applying and developing Marxism-Leninism to the specific conditions of our country, inheriting and developing the fine traditional values ​​of the nation, and absorbing the quintessence of human culture.

This is also an extremely great and precious spiritual asset of our Party and people, forever illuminating the revolutionary cause of our Party and people from one victory to another; contributing to the common struggle of peoples in the world, for peace, national independence, democracy and social progress.

As the founder and trainer of our Party, President Ho Chi Minh always paid special attention to Party building work, so that our Party would be truly clean, strong, and truly a genuine revolutionary Party, one that is ethical and civilized.

In his Testament, he advised that we must strive to preserve and strengthen the Party's unity and solidarity: "Unity is an extremely precious tradition of the Party and our people."

He also pointed out: Our country is a democratic country, all benefits are for the people, all powers are in the hands of the people; democracy is the most precious thing in the world for the people; widely practicing democracy is the universal key to solving all tasks, overcoming all difficulties, must listen to the voice of the people, take the people as the root, "use the people's talent and strength to benefit the people".

According to the head of the Party and State, President Ho Chi Minh is a shining example of revolutionary morality. He is a symbol of will, determination and tireless efforts to overcome all difficulties and challenges.

He always set a shining example of steadfastness, bravery, and absolute loyalty to revolutionary goals and ideals; an example of being close to the people, trusting the people, loving and respecting the people, wholeheartedly serving the Fatherland and the people; being diligent, thrifty, honest, impartial and selfless.

He is the embodiment of the Vietnamese spirit of tolerance and humanity; a symbol of noble revolutionary morality, pure and loyal international spirit, and a messenger of peace and friendship among nations.

“Ho Chi Minh’s noble revolutionary moral qualities did not come naturally. They were the result of a continuous process of self-cultivation, self-training and self-improvement,” the General Secretary emphasized. Therefore, he always advised cadres and party members to constantly cultivate and train themselves in morality to become exemplary revolutionary soldiers.

President Ho Chi Minh was also the embodiment of a simple, pure lifestyle, a love of work, disdain for luxury, and had no desire for fame or wealth for himself. His entire life was devoted to only one purpose: "fighting for the interests of the Fatherland and the happiness of the people."

According to the General Secretary, every victory and every step forward of the Vietnamese revolution is associated with the great contributions of President Ho Chi Minh and the guidance and enlightenment of Ho Chi Minh's ideology.

From a poor and backward country, Vietnam has risen to become a developing country with average income. Reiterating the viewpoint that has been mentioned many times, the General Secretary emphasized: “Our country has never had such a foundation, potential, position and international prestige as it does today; there are more favorable conditions and premises to firmly follow the path that our Party, our people and beloved Uncle Ho have chosen.”

Never satisfied with performance

According to the General Secretary, the more excited and proud we are, the more we absolutely must not be complacent or satisfied with the results and achievements we have achieved. Our country is still facing many difficulties and challenges.

Các thế lực thù địch vẫn luôn tìm mọi cách phá hoại sự nghiệp cách mạng của nhân dân ta; xuyên tạc, kích động, chia rẽ hòng làm tan rã Đảng ta, chế độ ta.

Sự bảo thủ, trì trệ; tư duy cục bộ, lợi ích nhóm; sự tha hóa quyền lực, "tự diễn biến", "tự chuyển hóa", tình trạng tham nhũng, lãng phí, xuống cấp về mặt đạo đức và trách nhiệm xã hội... cũng là những thứ giặc nội xâm vô cùng nguy hiểm, đe dọa vai trò lãnh đạo và sứ mệnh của Đảng, sự tồn vong của chế độ, vận mệnh của đất nước, dân tộc.

“Những khó khăn, hạn chế, khuyết điểm đó đòi hỏi toàn Đảng, toàn dân, cả hệ thống chính trị phải nghiêm túc nhìn nhận, có quyết tâm chính trị cao hơn nữa, nỗ lực phấn đấu nhiều hơn nữa để khắc phục cho bằng được”, Tổng Bí thư nói.

Tổng Bí thư lưu ý phải tiếp tục phát huy truyền thống gắn bó máu thịt giữa Đảng với nhân dân; dựa vào nhân dân để xây dựng Đảng; ra sức phát huy dân chủ và quyền làm chủ của nhân dân, giữ gìn sự đoàn kết thống nhất trong Đảng.

Làm theo chỉ dẫn của Bác về "Nâng cao đạo đức cách mạng, quét sạch chủ nghĩa cá nhân", Tổng Bí thư nhắc nhở cần kiên quyết, kiên trì và tích cực làm trong sạch đội ngũ của Đảng, ngăn chặn và đẩy lùi tệ tham nhũng, sự suy thoái về tư tưởng chính trị, đạo đức, lối sống của cán bộ, đảng viên, tình trạng "tự diễn biến", "tự chuyển hóa" trong nội bộ.

“Mỗi cán bộ, đảng viên cần nghiêm túc thực hiện trách nhiệm nêu gương; người có chức vụ càng cao, cương vị càng lớn, nhất là người đứng đầu các cơ quan, đơn vị trong Đảng và trong bộ máy chính quyền lại càng phải gương mẫu trong tu dưỡng, rèn luyện phẩm chất đạo đức, lối sống, phong cách, tác phong, lề lối công tác để quần chúng, nhân dân noi theo”, Tổng Bí thư nhắc nhở.

Lấy dân làm gốc

According to the General Secretary, Uncle Ho's teaching "In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people" is a profound lesson, of extremely important significance when the country is at a historic turning point, needing to mobilize enormous material and spiritual resources to continue to break through and rise up.

In recent times, amid countless difficulties caused by epidemics and natural disasters, we have become more deeply aware of the good nature of our regime, of the political system in our country, the strength of the patriotic tradition, of the will to unite and act in unity of our entire Party, people and army, which have been recognized and highly appreciated by the world.

“Without a political system, a tradition of solidarity, patriotism, and humanity like in Vietnam, we do not know if we would have achieved the results we have achieved in the fight against Covid-19. Only love, solidarity, and unity within the entire political system can do that. It does not come naturally, nor is it our luck,” the General Secretary emphasized.

Following Uncle Ho's teachings, the General Secretary reminded that with the current difficulties and challenges, it is necessary to first overcome the negative impacts of the Covid-19 pandemic and ensure social security and welfare for the people.

At the same time, proactively and sensitively seize opportunities, strive to complete the socio-economic development tasks of 2020 at the highest level; thereby contributing to the successful completion of the socio-economic development tasks of the 12th tenure and the 2011-2020 period; prepare and organize well the Party Congresses at all levels and the 13th National Congress of the Party.
