8 new points in the regulations for organizing congresses of all levels in 2017

(Baonghean.vn) - On the morning of January 8, Nghe An Provincial Youth Union held an online conference with district, city and town youth unions on training for youth congresses at all levels.

Comrade Pham Tuan Vinh - Member of the Central Executive Committee of the Youth Union, Secretary of the Provincial Youth Union chaired the conference; attending were members of the Executive Committee, the Standing Committee of the Provincial Youth Union and the Youth Unions of districts, cities and towns in the province.

To ensure that the organization of the congresses at all levels takes place in accordance with procedures and regulations and achieves high quality, the Provincial Youth Union organizes training courses to guide the preparation work for the Youth Union cadres of districts, cities and towns on the basic contents of the procedures for holding the congresses; especially 8 new regulations in the organization of the congress in 2017 on: preparing personnel for candidates and nominating union members who are not congress delegates; directly electing the Secretary at the congress after electing the Executive Committee; on the maximum balance in the election not exceeding 30%;

Regarding the selection of alternate delegates, they are selected based on the delegates' achievements; the list of new executive committee members recommended by the old executive committee is also the official nomination list...

After disseminating the training contents, the Provincial Youth Union officials presented hypothetical situations that could occur during the process of conducting the congresses at all levels. The Youth Union officials at all levels also enthusiastically discussed concerns and questions regarding the congress process in order to best prepare the conditions for the congress of their unit to take place successfully.

Next, comrade Pham Tuan Vinh deployed the contents of the orientation of the union activities before, during and after the Dinh Dau New Year and some key tasks of the work in 2017. Accordingly, he requested the union bases to carry out some tasks such as: regularly monitoring and grasping the ideological situation of the youth union members to promptly correct any violations and encourage and promote good and meaningful deeds.

In addition, youth union members need to comply with regulations on preventing the trade and use of firecrackers, raise the spirit of denouncing crimes. Promote the practice of saving, help disadvantaged children, visit and give gifts to families with preferential policies and increase sports activities in the area. Promote environmental sanitation, educate youth union members about the meaning of the founding day of the Communist Party of Vietnam on February 3.

The 2017 orientation closely follows the proposed action programs and focuses on improving the quality of activities of the Youth Union at all levels. Pay attention to and support youth start-up and career activities. Disseminate programs to implement resolutions of Party Congresses at all levels.

Concluding the conference, comrade Pham Tuan Vinh reminded all levels of the Youth Union to strictly follow the regulations on Youth Union congresses at all levels as well as the orientation of activities in 2017.

Also at the Conference, Nghe An Provincial Youth Union and Viettel Nghe An signed a program to coordinate social security activities, help students in difficult circumstances, families with meritorious services, people with revolutionary contributions as well as gratitude work, cultural and sports activities.
