8 general standards and 3 specific standards of the Department of Education and Training leaders
The draft circular of the Ministry of Education and Training stipulates that Department leaders must have eight general standards and three specific standards.
On April 24, the Ministry of Education and Training announced a draft circular stipulating standards for the positions of director and deputy director of the Department of Education and Training. In particular, the Department's leaders must meet eight general standards and three specific standards.
Department leaders must be able to use foreign languages or ethnic languages and information technology, have a certificate of training in educational management according to regulations, and have worked in the education sector for five years or more.
According to the draft, both the director and deputy director of the Department need to have the ability to forecast, think strategically, manage change and be able to handle media information. Department leaders must advise the provincial People's Committee in implementing policies and guidelines on education and training; have the ability to organize and carry out tasks under their responsibility to solve local problems.
These people also need to be able to coordinate with relevant levels, agencies, organizations and individuals; at the same time, build a cultural working environment, promoting the creativity of members in the agency.

Regarding specific standards, the Director of the Department of Education and Training must have a university degree or higher in education and training, and have held the position of deputy director of the department or equivalent or higher. The deputy director of the department must have a university degree or higher in a major appropriate to the field of work and responsibility; and have held the position of department head or higher in the department.
Previously in 2018 and early 2019, the Ministry of Education and Training issued many circulars regulating title standards such as standards for general school principals, preschool principals, and professional standards for general and preschool teachers.
