8 Central provinces have their support period for building storm shelters extended

The Ministry of Construction has just sent an official dispatch to 8 Central provinces allowing an extension of the implementation period of Decision No. 48 on the Policy to support poor households in building houses to prevent storms and floods.

The Ministry of Construction has just sent an official dispatch to 8 provinces including Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai and Binh Dinh - the localities that have been allowed by the Prime Minister to extend the implementation period of Decision No. 48/2014/QD-TTg on the Policy to support poor households in building houses to prevent storms and floods in the Central region.

Of these, the Government has allowed 5 provinces participating in the project funded by the Green Climate Fund (GCF) (including Thanh Hoa, Quang Binh, Thua Thien-Hue, Quang Nam and Quang Ngai) to continue implementing Decision No. 48/2014/QD-TTg until the end of 2021.

For the remaining 3 provinces including Ha Tinh, Quang Tri and Binh Dinh, this Decision will continue to be implemented until the end of 2020.

To effectively implement Decision No. 48, the Ministry of Construction requests that these 8 localities continue to review and approve adjustments to the list of subjects eligible for housing support in the area to comply with regulations; at the same time, develop specific implementation plans for both phases and each year to report to the Ministry of Construction, the Ministry of Finance and the Ministry of Planning and Investment.

In addition, the Ministry of Construction requested provinces to proactively balance and arrange capital from local budgets to implement Decision No. 48 under the direction of the Prime Minister; at the same time, coordinate with the Social Policy Bank to provide preferential loans to households to build houses.

For the 5 provinces participating in the project to support the construction of storm and flood-resistant houses funded by the Green Climate Fund (GCF) through the United Nations Development Program (UNDP), the Ministry of Construction requested that localities direct the provincial component project management board to preside over and coordinate with the Department of Construction based on the total budget that UNDP has arranged to support households in each province.

Each household is supported with 1,700 USD as stipulated in the project document. The umbrella (a program or project; in which there is a governing body that plays a general coordinating role and governing bodies of component projects) is to review and adjust the list of households eligible for support under Decision No. 48/2014/QD-TTg (including households that have previously requested to withdraw from the Program) that have not yet built houses to include them in the list of households receiving support from GCF funding.

In addition, the review recommends considering expanding to include subjects not in coastal areas.

In case after review, the number of households needing support exceeds the number of households allocated capital by GCF, localities will proactively support these subjects according to Decision No. 48/2014/QD-TTg.

The Provincial Project Management Board is responsible for coordinating with the Department of Construction to review and promptly announce areas at high risk of natural disasters, as a basis for making a list of households eligible for housing support under the GCF project; prioritizing the arrangement of counterpart funds from the local budget to integrate with the funding source of the GCF project to speed up the support progress for households./.
