8 million administrative procedure files received and returned via post office

On the morning of December 15, Deputy Prime Minister Vu Duc Dam chaired an online conference to review one year of implementing Decision No. 45/2016/QD-TTg (Decision 45) of the Prime Minister on receiving dossiers and returning results of administrative procedure settlement via public postal services.

As of December 1, 2017, 100% of ministries, ministerial-level agencies, and government agencies with administrative procedures and 100% of provinces and centrally run cities have reviewed and published administrative procedures performed through public postal services.
100% of ministries, branches and localities have documents directing the implementation of Decision 45; 61/63 provinces and centrally-run cities have signed service provision agreements with Vietnam Post Corporation.
State agencies have initially directed their subordinate units to propagate and disseminate the Decision to the people and civil servants. Training and professional training on receiving documents and returning administrative procedure results to post office staff have also been implemented by localities.
The reception of documents and settlement of administrative procedures has been organized by 63/63 provincial and municipal post offices to receive and send documents to settle administrative procedures at service points or at addresses with procedures such as: issuing and exchanging driving licenses, collecting fines for violations and returning temporarily held documents, issuing and exchanging passports, admission application files...
100% of administrative procedure records and results are delivered to the recipient address in a state of no deterioration, damage or impact to the content inside.Currently, there are 3,899 service points nationwide and they will continue to gradually expand to all transaction points at the commune level nationwide.

However, according to the assessment, the implementation of receiving documents and returning administrative procedure settlement results via public postal services has not been implemented yet.Due to widespread and strong propaganda, many organizations and individuals do not know or do not clearly understand the provision of this service.
Receiving documents is still limited because people are hesitant and afraid of losing original documents when using the service; receiving documents by post office staff is sometimes confusing because the supporting technology equipment has not been connected...
At the conference, local leaders reported on the results of receiving dossiers and returning administrative procedure results via public postal services in the past time; and also proposed solutions to implement Decision 45 in the coming time.

Concluding the conference, Deputy Prime Minister Vu Duc Dam highly appreciated the work of receiving dossiers and returning results of administrative procedure settlement via public postal services of localities in recent times.
The Deputy Prime Minister said that with Decision 45, the Postal sector is an extended arm, a face, and a representative.of the administrative apparatus and must aim to be representatives of the government. Accordingly, postal staff must be people who understand administrative procedures to advise the people.
The Deputy Prime Minister also hoped that the Postal Service sector must participate from the very beginning in the process of building an e-government. Accordingly, with the spirit that the number of online public services at levels 3-4 is an important criterion to assess the level of administrative reform and administrative procedures, Mr. Vu Duc Dam requested the Postal Service sector to participate actively, responsibly and resolutely to accelerate the provision of online public services at levels 3-4 to the people.
The Deputy Prime Minister requested ministries, sectors and localities to step up propaganda and dissemination in various forms about the State's policies on administrative reform through receiving and returning results of administrative procedure settlement via public postal services towards building an e-government.
