92 vehicle owners fined for transporting oversized and overloaded goods in Nghe An

Present with the Special Task Force on the morning of April 12 on National Highway 46C (Lam River road), witnessed many vehicles carrying materials, soil and sand on the route.

Lieutenant Colonel Vuong Quoc Dat - Deputy Head of Dien Chau Traffic Police Station, Head of the Working Group, said: National Highway 46C has many vehicles carrying materials passing through, and is also one of the routes where people have reported the situation of transporting oversized, overloaded goods, and many spills, so this is one of the key routes where the Working Group focuses its activities.

After only 2 hours, the Working Group handled 3 violations related to trucks carrying soil, violating the oversized error. At 10:00 a.m., at Km 14+400, the Working Group inspected a truck with license plate 35C- 156.xx driven by driver D.V.Tr., which showed signs of being oversized. Through inspection, the Working Group determined that the truck was carrying goods exceeding the permitted height of the cargo for trucks (1,200mm/720mm). Accordingly, driver D.V.Tr. was fined 2.5 million VND, had his driver's license revoked for 2 months, and the vehicle owner was fined 10 million VND.

Then, at 10:30, also at Km 14+400, the truck with license plate 35C- 155.xx with signs of being overweight was asked to stop by the working group for inspection. Through actual inspection, although this vehicle was only allowed to be lined up with a maximum height of 720mm, it was loaded with an excess of 1,100mm. Driver D.PQ was fined 2.5 million VND and had his driver's license revoked for 2 months; the vehicle owner was fined 10 million VND.

As a citizen who participates in traffic on National Highway 46C every day, Mr. VH said: The authorities need to control regularly and continuously to avoid letting in oversized and overloaded vehicles, vehicles that have been arbitrarily modified and have their bodies extended. Only then can we contribute to reducing traffic accidents and helping to protect the road infrastructure.

Meanwhile, in most cases of violations, drivers know that their behavior is wrong, but for many reasons, some people still deliberately violate. As one of the cases of overloading, exceeding the permitted height of the cargo for trucks (1,200mm/720mm), driver D.V.Tr. explained: "We know that overloading is a violation of regulations, but due to the needs of the project side, they require us to carry to ensure construction, so we still... try to drive."

According to Lieutenant Colonel Vuong Quoc Dat, checking and handling oversized and overloaded vehicles on the roads will help reduce accidents caused by these types of vehicles, helping to protect road traffic infrastructure... Therefore, with the viewpoint of strict handling, all violations will be handled.

Since March 15, the working group has organized 96 shifts with 336 officers and soldiers participating, thereby detecting and recording 59 cases of overloading, 62 cases of oversizing, and fining 92 vehicle owners.

In fact, the strengthening of patrols and control to handle violations that cause traffic accidents, including violations of oversize and overload, is regularly deployed by functional forces in the province. In particular, the plan to strengthen patrols and control to handle violations that cause traffic accidents this time will be implemented from March 1 to the end of 2024.

According to the assessment of the Special Task Force, through patrolling, controlling and handling violations of oversized and overloaded vehicles, besides vehicle owners and drivers who comply well, there are still cases of non-compliance and intentional violations. These violations are mainly cases of clandestine activities, taking advantage of the absence of patrol and traffic control forces to operate.

Along with that, there are also vehicle owners who "trick" the authorities by expanding the size of the "mobile" separate truck bed, when carrying goods, they raise the extended bed wall, when not carrying goods, they lower the bed wall to look like the original vehicle. Not to mention, when the authorities are on the move, there are "brokers" who follow them to inform the vehicle owners and drivers so that they can avoid them in time...

In addition, according to Lieutenant Colonel Vuong Quoc Dat, checking oversized vehicles and vehicles converted into containers can be done by eye, using a measuring tape to detect and handle them anywhere. However, for violations related to load, it is necessary to weigh them, while in reality, to place a mobile scale, the road must be wide enough, the road surface must be flat..., so weighing the load is also quite difficult, sometimes detecting at location A but the vehicle must be brought to location B to place the scale to weigh it.

Based on the direction of the provincial police leaders, the traffic police force in general and the special task force in particular will focus on increasing forces and means, maintaining patrol and control teams, operating 24/7, including Saturdays and Sundays, on all traffic routes in the province to proactively detect, prevent and strictly handle drivers and vehicle owners who violate the law by transporting overloaded or oversized goods...

With the goal of gradually reducing and eventually ending the situation of oversized and overloaded vehicles. This is also one of the important solutions that will contribute to controlling and reducing traffic accidents, especially accidents directly caused by overloading and exceeding the limit size. The traffic police force in general, and the special task force in particular, will handle the situation in accordance with the viewpoint of "no forbidden zones, no exceptions". Drivers and businesses that have been reminded and handled many times but still deliberately violate will be strictly handled according to the provisions of the law: For drivers, their driving licenses will be revoked, and for transport businesses, they will not be allowed to operate in the area.
