Civil servants, public employees, and workers will receive a salary increase in 2016, but at what rate?
Decision 64/QD-BCDCCTLBHXH dated May 12, 2015, issued by the Central Steering Committee on Salary, Social Insurance and Benefits for Meritorious Individuals, addresses the salary increase for 2016.
Accordingly, the regional minimum wage will increase in 2016. The Ministry of Labour, Invalids and Social Affairs, in coordination with relevant ministries and agencies, will submit to the Government a Decree stipulating the regional minimum wage for workers in enterprises, applicable for 2016, in the third quarter of 2015.

It is understood that, to date, the National Wage Council has fully prepared the basis for increasing the regional minimum wage in 2016. Accordingly, the increase next year will be approximately over 10%.
Also in 2015, the Government assigned the Ministry of Interior to lead and coordinate with the Ministry of Finance and other relevant ministries and agencies to continue researching the reform plan for salary policies for officials, civil servants, public employees, and the armed forces, to be submitted to the Central Committee when resources are balanced, and to research adjusting the basic salary level based on the results of the Ministry of Finance's resource allocation.

Furthermore, in the fourth quarter of 2015, the Ministry of Interior, in coordination with the Ministry of Finance and other relevant ministries and agencies, must complete the research on developing a standard salary scale based on a salary level that fully meets the minimum needs of public non-business units, as stipulated in Point b, Clause 3 of Conclusion No. 63-KL/TW.
In the third quarter of 2015, the Supreme People's Court, in coordination with the Ministry of Interior, the Ministry of Finance, and other relevant ministries and agencies, was tasked with completing the research and development of a reform plan for salary policies for officials, civil servants, and employees of the court system, in accordance with the 2014 Law on the Organization of the People's Courts.
For the Procuracy sector, in the third quarter of 2015, the Supreme People's Procuracy, in coordination with the Ministry of Interior, the Ministry of Finance, and other relevant ministries and agencies, must complete the research and development of a plan to reform the salary policy for officials, civil servants, and employees of the Procuracy sector in accordance with the Law on Organization of the People's Procuracy of 2014.
In the third quarter of 2015, the Ministry of National Defence, in coordination with the Ministry of Interior, the Ministry of Finance, and other relevant ministries and agencies, must complete the research on developing salary scales and allowance regimes for personnel in the People's Army and the People's Public Security./.
