Embezzling Project funds, Endocrinology Hospital doctor appears in court

The 6 defendants prosecuted include: Le Phong, (Doctor, former Deputy Director of the Training and Line Command Center), Mai Anh Tuan (Doctor, Deputy Head of the Line Command Department), Vu Minh Phuc (Doctor, Line Command Officer), Nguyen Quoc Viet (Doctor, former Deputy Head of the Line Command Department); Nguyen Thi Ngoc Oanh (Line Command Officer) and Nguyen Van Tuan (Laboratory Technician).
According to the indictment, on June 15, 2010, the Ministry of Health issued a Decision approving the 2010 State Budget-funded operation plan of the Child Malnutrition Prevention Project under the National Target Program for Prevention of Some Social Diseases and Dangerous Epidemics of HIV/AIDS. In particular, the Ministry of Health assigned the Central Hospital for Tropical Diseases 500 million VND to spend on training and supervision...
After receiving the money, in early September 2010, the leaders of the Central Institute of Diabetes and Diabetes assigned Mr. Nguyen Vinh Quang - Deputy Director of the Central Institute of Diabetes and Diabetes to directly direct and organize the training courses. By December 2011, the above-mentioned staff were also assigned to sign and organize 5 training courses on diabetes prevention in the provinces of Thai Nguyen, Yen Bai, Lam Dong, Thanh Hoa and Bac Lieu.
Accordingly, during the period from October 2010 to December 2011, the above defendants took advantage of their assigned positions and powers to illegally appropriate state money: falsely declaring 1 training day as 2 training days; creating a list of trainees receiving food and accommodation money from trainees, then leaving the amount of money the trainees received blank on the list, only after the trainees signed did the amount of money the trainees received be recorded.
In addition, diabetes training courses in Ninh Binh, Ho Chi Minh City... only used the conference halls of district health centers, but the defendants still signed contracts, liquidated fake contracts, and took invoices from hotels and guesthouses to have the hospital settle these expenses according to the budget estimate. This behavior caused a loss of more than 275 million VND, greatly affecting the reputation of the Health Sector in general and the Central Hospital for Tropical Diseases in particular.
At the trial, defendant Le Phong said: “I am just a lecturer, teaching a few classes. I did not direct anyone to embezzle state money. That money was not for personal expenses but was used for food and drinks along the way, buying gifts for the community…”
Continuing, defendant Le Phong said that he always tried to study hard to become a doctor. When he became a doctor, defendant Phong always tried to complete his duties well. “This incident is truly heartbreaking for me and my family. For 32 years, I have devoted myself to the hospital, received many certificates of merit from the hospital, the Ministry... and I confessed honestly, so I ask the panel of judges to give me leniency under the law,” defendant Le Phong said.
When it was his turn to present his criminal acts, defendant Nguyen Quoc Viet also affirmed that the money that the defendants “embezzled” was all used for meals and parties to entertain guests. “The defendant did not personally gain a single penny from this. The defendant only knows how to work professionally so his understanding of the law is not complete. I ask the court to consider the defendant’s case.”
Meanwhile, defendant Nguyen Van Tuan, in addition to admitting his crime as charged in the indictment, also asked the panel of judges to give him the lowest sentence possible so that he can soon return to contribute to society...
Also during the interrogation, the remaining defendants all confessed their crimes and asked the panel of judges to give them the lowest sentence so that they could soon return to being useful people....
