Once the plan is approved by Congress, not only will State Department staff conduct regular political dialogue with the Russian government, but the minister himself will have to participate.
The report suggests that Britain should cooperate with Russia in the fields of intelligence, cyber security, and ensuring flight safety to avoid future threats from international terrorists.
To make this plan a reality, the Foreign Office will have to invest in a system of analysis on Russia to produce effective and meaningful policies. In particular, the Foreign Affairs Committee will increase interaction with advisers and experts on Russia, provide Russian language training for British diplomats. And there may even be a Deputy Foreign Minister responsible for Russia.
The report stressed that Russia-UK relations "are experiencing their busiest period since the end of the Cold War", and this is a "signal of a thaw" in bilateral relations. The normalization of Russia-UK relations at this time is very favorable for both countries.
Although there are still many differences between the two countries, some areas of deep concern, and many complex issues to discuss, the UK hopes to build relations and dialogue in an open and frank manner.
