These days, returning to Dinh Son commune (Anh Son), we can clearly feel the atmosphere of innovation and urbanization of the mountainous rural area. Dinh Son is a mountainous commune in the west of Anh Son district, with a natural area of ​​2,000 hectares and more than 1,800 households. The land conditions are rich in potential but have not been exploited. To complete the targets, the commune's approach is to promote advantages, invest in infrastructure, and diversify industries to increase production value. In 5 years, the whole commune has mobilized nearly 60 billion VND to harden 40 km of communal, village and alley roads, and build and upgrade 14 cultural houses. Thanks to infrastructure investment, the whole commune has built hundreds of family farm models with stable income. Of which, over 300 hectares of tea, 40 hectares of Bai Phu oranges. The commune focuses on developing over 400 households producing small-scale handicrafts, business and trade services, 133 cars of all kinds, over 500 people working and studying abroad. Mr. Nguyen Van Hieu - Chairman of the Commune People's Committee, happily said: Thanks to infrastructure investment, economic restructuring in the right direction, application of science and technology in production, livestock and other industries, the average income in 2016 reached 23.4 million VND/person, an increase of 9 million VND compared to 2014. Those results have helped the commune complete 19 criteria to reach the new rural destination in 2016 on schedule.

Hung Son is located on the left bank of Lam River in Anh Son district, and used to be the locality with the lowest income in the district. Entering the new rural construction, the commune only achieved 2/19 criteria, but by 2015, the commune had completed the new rural finish line. Mr. Vo Van Hien - Secretary of Hung Son Commune Party Committee, said: The biggest success after reaching the new rural finish line is that the commune affirmed its position as an industrial tea tree on hilly forest land (over 540 hectares) with a revenue of tens of billions of VND per year, 70% of the combined tea model brings in an income of 150 - 200 million VND/model/year. The conversion of corn cultivation on ineffective barren land to sugarcane cultivation reached 50 hectares and was supported by the people. Currently, the commune continues to direct the planning of 30 hectares of high-quality sugarcane, 150 hectares of clean tea, and corn areas in the direction of goods. The commune is currently on track to build a craft village that produces high-quality tea by hand-picking, without spraying any chemicals during the production process. According to Mr. Vo Van Hien, the commune's goal by 2020 is to achieve an average income of nearly 38 million VND/person, an increase of 7 million VND/person compared to 2015.

Anh Son district implemented new rural construction in 2011, when on average each commune achieved 4.95 NTM criteria; after more than 4 years, the whole district no longer had a commune with less than 10 criteria. In 2016 alone, the whole district achieved 246 NTM criteria, an increase of 31 criteria compared to 2015. The whole district has built over 500 highly effective production and business models such as raising buffaloes, cows for breeding, goods, and hill chickens with a scale of 500 heads or more, concentrated in Cam Son, Tuong Son, and Khai Son communes. The green squash model in Cam Son and Tao Son communes; the model of corn and rice fields in Tuong Son commune; the VietGAP tea model in Hung Son commune; the model of clean vegetables and fruits in high-tech greenhouses in Hoi Son commune...

Infrastructure investment has been promoted, creating favorable conditions for the comprehensive development of all aspects of people's lives. According to the synthesis up to 2016, the whole district has built over 110 km of commune roads, 204 km of village roads and alleys, meeting new rural standards, upgraded 34 km of canals of all kinds, built 12 new rural markets, upgraded 13 commune cultural centers, 84 village cultural houses and 55 village sports centers. Up to now, the whole district has 5 communes reaching the new rural finish line, namely Hung Son, Cam Son (2015) and Dinh Son, Hoi Son, Tao Son (2016).

Many open policy mechanisms

According to the plan, in 2017, the whole district will continue to strive to have 3 more communes meet the new rural standards, namely Hoa Son, Linh Son and Long Son, bringing the total number of communes reaching the district's target to 8/20 communes. Communes that have met the standards will continue to improve and enhance the contents and criteria. Communes that have not met the standards will increase by 1 to 2 criteria, the essential infrastructure criteria will ensure good service for production, contributing to improving people's income and life.

One of the district's methods is to specify and assign tasks to departments, branches and organizations. Each department, branch and related unit directs 3-4 communes to meet the criteria of the sector under their charge. The district People's Committee has a document requesting members of the steering committee to guide and help communes in developing plans to implement new rural construction. In 2016, the district People's Committee worked with 11 communes: Dinh Son, Hoi Son, Tao Son, Thanh Son, Binh Son, Hoa Son, Vinh Son, Tho Son, Tuong Son, Cao Son, Long Son... From there, the district focused on directing localities to implement land consolidation, land conversion, reasonable arrangement of crop and livestock structure, and labor structure shift in rural areas. Applying scientific and technological advances to build large-scale field models. In the process of building new rural areas, the district integrated programs and organized 87 vocational training classes for over 2,100 workers.

To implement specific contents, in the spirit of Resolution No. 64/2015/NQ/HDND (2015) of the District People's Council, the District People's Committee issued Decision No. 01/2016 on a number of policies to encourage localities in building new rural areas, specifically: Support 20 million VND/house to build a standard village cultural house, support 20 million VND to build a standard cultural and sports facility, 100 million VND/km of grade C rural concrete road and 75 million VND/concentrated waste treatment site. Along with that, the district supports each concentrated livestock area 30 million VND, each newly established farm 20 million VND...

Talking about the orientation and solutions for the coming time, comrade Nguyen Huu Sang - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Anh Son district said: The most important thing that the district is always concerned about is how to increase people's income; this is both a goal and a solution in building the new rural area. The task that the district has determined to focus on in directing the new rural area construction program in 2017 is to increase the average income to over 25 million VND/person/year; the poor households are reduced to below 10%; over 85% of the population participates in health insurance; 95% of people use clean water for daily life according to hygiene standards...

To achieve short-term and long-term goals, the district continues to strengthen the propaganda work of the Party and State's policies and guidelines; actively mobilize and discuss democratically with the people to implement the unachieved NTM criteria, and improve the quality of the achieved criteria. Strengthening the work of on-site inspection, grasping the situation to promptly remove difficulties and obstacles of each commune is also an approach that the district values. In 2017, the whole district is determined to have 3 more communes reach the NTM finish line.
