Anh Son plans to merge 10 small-scale communes

(Baonghean.vn) - This information was given at a meeting between the Standing Committee of the Provincial People's Council and the People's Committee of Anh Son district according to the program of supervising the organization, staffing, and contracts in state administrative agencies and public service units in the province on the afternoon of May 2.

According to the report of Anh Son District People's Committee, from 2015 to present, implementing the policy of restructuring and reforming the organizational apparatus, the district has reduced 6 Vice Chairmen of the People's Committee at the commune level, term 2016 - 2021; reduced 59 positions in administrative agencies and public service units; at the same time, reduced the number of focal points by merging the Vocational Training Center and the Continuing Education Center into the Vocational Education - Continuing Education Center.

At the meeting, the issue that some members of the Standing Committee of the Provincial People's Council were concerned about was the large total number of contracts in administrative agencies and public service units in the district.

Sharing with the district about the large number of contracts left by history, Mr. Pham Van Hoa - Chief of Office of the Provincial People's Council raised concerns about the handling of 91 teacher contracts, 3 contracts at the district Radio and Television Station, 8 contracts at the departments and offices of the district People's Committee; because these workers have all worked for about 10 years.

In addition to contract workers, the Chief of Office of the Provincial People's Council also pointed out the fact that the number of part-time workers at the commune level is large, with a total of 354 people; of which 13/21 communes and towns arrange 17-20 people and only 1 commune arranges 13 people.

Similarly, at the hamlet level, the total number of non-professional activists is also growing, with the whole district reaching 2,437 people.

Mr. Cao Tien Trung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council pointed out the shortcomings in the arrangement of commune-level civil servants, especially civil servants in the fields of land - construction - urban and environment; finance - accounting; justice - civil status, basically all have 2 people/commune, in particular, 6 communes have 3 civil servants in the fields of land - construction - urban and environment; there are communes with a revenue of only about 150 million VND/year but still have 2 civil servants in finance - accounting, which is too wasteful. Therefore, it is recommended that the district should study to rearrange and re-arrange.

Acknowledging some limitations in the handling of labor contracts, Mr. Nguyen Huu Sang - Chairman of the District People's Committee also affirmed that the district is determined to arrange and handle step by step in accordance with regulations for contract workers.

Regarding the non-professional working team at the commune and hamlet levels, the Chairman of the District People's Committee affirmed that in order to reduce the number, the Central and the province need to have a policy of allocating funds in conjunction with regulations on the number of people in the direction of one person taking on many tasks, both increasing income and improving the quality of performing tasks of this team.

Based on the issues raised by the monitoring delegation, District Party Secretary Dang Thanh Tung also raised a number of difficulties in arranging, streamlining the apparatus, reducing staff, and restructuring the current team of cadres, civil servants, and public employees.

The most difficult problem is the arrangement of leadership and management staff when merging district-level public service units and the arrangement of staff, civil servants and workers when merging 10 communes that do not meet the criteria on area and population according to regulations...

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the efforts of Anh Son district in restructuring the organizational apparatus, streamlining the payroll, especially in resolving the problem of more than 160 contract workers.

Besides pointing out some shortcomings related to the arrangement of civil servants and non-professional workers at the commune level, the Vice Chairman of the Provincial People's Council suggested that the district pay attention to arranging and regulating the civil servants at the commune level in accordance with the actual situation of each facility, avoiding wasting resources.

At the same time, the district needs to proactively review and arrange the team of non-professional workers at the commune and hamlet levels, ensuring both streamlining and effective operation.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien also acknowledged a number of recommendations from the district related to the arrangement, streamlining of the organizational apparatus, streamlining of staff, and restructuring of the staff, civil servants, and public employees.
