It is understood that the agency making the request will be the Royal Criminal Prosecution Service, which is nearing the end of its investigation.
The newspaper stressed that the decision to request the transfer was controversial within the British government, with some parts of the cabinet calling for a tougher stance in relations with Russia, while others viewed the transfer proposal as a meaningless political gesture.
"The Crown Prosecution Service has prepared a request and we understand they are ready to proceed… Police have established the identities of the suspects, who have been to the UK and returned," a UK government source said.
