This strategy report provides managers of crowded places with a “toolkit” for working in areas where terrorist incidents are a concern.
“As we have seen in the tragedies in Paris, London, Berlin and Barcelona, terrorists continue to target crowded places,” Prime Minister Malcolm Turnbull told reporters in Sydney. “This strategy will support authorities to improve safety, protection and vigilance at crowded places across the country.”
The strategy provides businesses and local governments with a guide to assessing the vulnerability of their locations to attacks, including vehicle attacks, and how to make them safe.

Some of the recommended steps include deterrents such as fencing and surveillance cameras, delaying devices such as trees and statues to slow vehicles, and increased response teams.
Prime Minister Turnbull emphasized: "It is possible to design poles, seats... artwork, steps, planter boxes... During the design stage, everything can be done discreetly."
While the report acknowledges that even the best planning cannot prevent attacks in crowded places, it says such measures can reduce casualties and damage.
Australia’s terror threat level remains at “probable”. Since 2014, police have foiled 13 domestic terror attacks.
On July 29, in a joint anti-terrorism operation, security, intelligence and counter-terrorism forces of New South Wales and the Australian federal government arrested four men plotting to attack an airplane./.
