In early August 2019, through investigation, the Criminal Police Department of Nghe An Police discovered a gambling ring in the form of lottery tickets with the participation of many "agents" covering the entire Yen Thanh district. A special project was established to combat it.
The investigation team identified Ngo Thi Minh (born in 1985), residing in Tan Quang hamlet, Hoa Thanh commune, Yen Thanh district, as the leader of 7 "agents" in the area. Despite suffering from a serious illness and raising a young child, she still recklessly made money through illegal means.
After someone joins the gambling, the agents gather and text, transfer the lottery board to Minh to take the difference "commission". To avoid the authorities, this line operates very sophisticatedly, most transactions are only done via text messages and payment by bank card.

After a period of investigation, at around 7:00 p.m. on August 13, the Task Force deployed working groups to arrest Ngo Thi Minh red-handed at her private home. At the time of arrest, Minh was calculating the odds and texting the dealers. Many phones and related books were seized at her private home.
At the police station, Minh confessed to all his crimes. Based on Minh's testimony, the investigation team proceeded to arrest the remaining suspects in the ring, who were also 7 "agents" under Minh's command, including: Pham Van Toan (born in 1979), residing in Long Thanh commune; Nguyen Sy Tam (born in 1957), residing in Nhan Thanh commune; Pham Thi Mai (born in 1983), Dang Xuan Quy (born in 1972), Phan Xuan Binh (born in 1991), all residing in Dong Thanh commune; Phan Duy Nam (born in 1977) and Phan Thi Hoa (born in 1975), all residing in Hoa Thanh commune, Yen Thanh district.
It is worth mentioning that when the police force raided Pham Van Toan's house, he locked the door to prolong the time, then broke the phone's SIM card and threw the phone away to destroy the evidence. The police agency seized 11 mobile phones and nearly 300 million VND in cash. Initially, the police agency proved that the amount of money gambled on August 13 was more than 150 million VND.
According to documents from the investigation agency, on average, Ngo Thi Minh's gambling ring transacted 150 million VND or more each day, with some days the gambling amount exceeding 500 million VND.
Currently, the Criminal Police Department has initiated a case and prosecuted the subjects in the network.
Ngo Thi Minh was released on bail due to her serious illness and childcare; Pham Thi Mai was also released on bail due to her pregnancy. The Investigation Police Agency is temporarily detaining Pham Van Toan to continue investigating the act of “Destroying Evidence”. Currently, the case is being further investigated.
