Bac Ly commune has 812 households and 4,492 inhabitants belonging to three ethnic groups: Khmu, Thai, and Mong, living in 13 villages. Located in a high mountainous area, the flat land for production is limited, there is a frequent shortage of water for both daily life and cultivation, and the level of education is low. In previous years, the lives of the people mainly depended on slash-and-burn farming and faced many difficulties. According to statistics and surveys conducted by the commune, by the end of 2012, 81% of households were classified as poor.
