Bach Ngoc aims for the goal of advanced new rural development.

Bach Ngoc commune was established by merging Bach Ngoc, Boi Son, Giang Son Dong, and Giang Son Tay communes of the former Do Luong district, with a natural area of ​​72.20 km².²The entire commune has 6,998 households and a total population of 28,911 people, distributed across 27 hamlets. The commune's Party Committee currently has 1,306 Party members operating in 48 affiliated Party organizations.

During the 2020-2025 term, the Party committees of the communes closely followed the targets of the Resolution, developing action programs and specific plans. This fostered a spirit of unity and innovation throughout the entire political system, along with high consensus among cadres, Party members, and the people. Therefore, by the end of the term, the Party committees had basically completed the planned objectives.

Notably, significant achievements have been made in Party building and strengthening the political system; the leadership role, fighting capacity, and quality of cadres and Party members have been increasingly enhanced. The Party Committee and Government of Bach Ngoc commune have focused on effectively implementing key programs, thematic projects, and other projects.

During the past term, the commune also focused on directing the strong development of industry, handicrafts, and basic construction. This is a relatively fast-growing sector, accounting for a high proportion of the total income of households, creating opportunities for hundreds of workers in the commune to have regular employment, and the average income of workers is steadily increasing.

Alongside this, the service and trade sector has developed relatively richly and diversely, meeting the production and consumption needs of the people. The commune has upgraded Trung Market, Lang Market, Trang Giang Market, and Muou Market, creating conditions for private economic entities and households to invest in and develop trade and services.

In particular, the commune, in coordination with various levels and sectors, has invested in restoring and upgrading historical relics such as Quả Sơn Temple, Nhân Bồi Pagoda, and Bà Bụt Pagoda, linking them with cultural and spiritual activities and organizing festivals well, creating favorable conditions for the development of various service sectors.

Every year, the commune focuses on directing the construction and effective implementation of many high-yield and efficient agricultural economic models such as: models for growing green pumpkins, basil, turmeric starch, cucumbers, raising 3b breeding cows, 3b commercial cows, models for raising Ri pigs, bees, black snails, models for growing green pomelos, high-quality rice models, etc.

Thanks to the implementation of the National Target Program for building new rural areas, the appearance of the local countryside has undergone many changes, and the material and spiritual lives of the people have been improved.

The socio-cultural sector continues to experience many positive changes, playing an important role in the harmonious and sustainable development of the locality. Education and training are being comprehensively developed; the quality of education is improving.

The "National Unity for Building a Culturally Rich Life" movement has been widely implemented. Social welfare work has been carried out comprehensively and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients have received thorough care and attention. National security and defense have been strengthened, and political security, order, and social safety have been ensured, creating momentum for socio-economic development.

Party building and the political system have been strengthened; the leadership capacity and fighting strength of Party organizations have been enhanced; and the consensus and trust of cadres, Party members, and the people in the leadership role of Party committees and the administration of the government have been increasingly consolidated.

With the goal of "Building a strong Party organization, promoting the strength of national unity, effectively exploiting local potential and advantages, and achieving rapid and sustainable development in the new era," for the 2025-2030 term, the Party organization, government, and people of Bach Ngoc commune have identified key, breakthrough tasks.

That is, focus on completing the overall socio-economic development plan, concentrating on general planning and planning for residential areas, and detailed plans to appropriately guide the spatial development of the commune.

Establish industrial clusters to attract large-scale projects and manufacturing plants. Consolidate agricultural land and build concentrated specialized production areas applying high technology and safe agriculture; improve the quality and value of products and enhance competitiveness in the market; have 3-5 products that meet OCOP 4-star standards or higher, with a focus on exporting products.

With the motto "Unity - Democracy - Discipline - Breakthrough - Development," for the 2025-2030 term, the Party Committee of Bach Ngoc commune sets targets for the average annual growth rate of total product value in the area at 12.5%; the average annual growth rate of total state budget revenue at 11.6%; and per capita income by 63.3% compared to 2025 (reaching 102.5 million VND in 2030),... The commune is determined to strive for the Party Committee to be recognized as having successfully completed its tasks or better each year. The commune aims to complete the criteria for advanced new rural development before 2030.

To achieve high results, the Party Committee of Bach Ngoc commune has set forth key solutions for each specific target and task. These include improving the effectiveness of leadership, direction, and management, and focusing on fundamental tasks that promote development. The focus is on attracting investment to develop industry and small-scale handicrafts, especially supporting industries, private individual businesses, and programs and projects with established orientations and policies, such as: a leather shoe factory, an entertainment and resort complex, and the Giang Son hot mineral spring, etc.

Leverage existing advantages in forest and hillside farming to develop models that enhance sustainable value. Focus on developing clean, organic, green, safe, and circular agriculture. Promote attracting businesses to invest in agriculture, develop new farm and cooperative economic models, and prioritize the development of OCOP products.

In addition, the commune focuses on developing the service sector in conjunction with the development of other economic sectors, improving the quality of services. Bach Ngoc commune has a long history and cultural tradition. This is a land with many cultural and religious sites, historical and cultural relics, including one relic classified as a National Historical and Cultural Relic and four cultural relics classified as provincial-level.

To capitalize on this potential advantage, the commune is coordinating with other localities to form a tourism chain focusing on spiritual and cultural tourism, ecological tourism, and resort experiences along the Lam River, Quả Sơn Temple, Bà Bụt Pagoda, and Giang Sơn hot springs. In addition, emphasis is placed on developing culinary culture and building brands for typical products of Bạch Ngọc commune to promote tourism and services. In particular, the commune is maximizing the advantages of the Quả Sơn Temple National Historical and Cultural Relic site to encourage the development of services and trade in the area.

During this term, the commune will continue to promote the development of socio-economic infrastructure in a synchronous and modern direction; focusing on investing in key projects and developing integrated infrastructure, especially transportation, trade, services, and industry, in a modern and sustainable manner. It will implement national target programs for comprehensive and sustainable development, ensuring substance, depth, effectiveness, and the benefit of the people. Alongside this, it will comprehensively develop the fields of culture and sports, meeting the requirements of serving the cultural and spiritual life of the people.
