Expensive lessons from disunity and good solutions in Thanh Chi

(Baonghean) - Due to internal disunity, some key officials were disciplined, causing the people to lose confidence in the Party Committee and government; the Party Committee of Thanh Chi commune (Thanh Chuong) has proposed many solutions to gradually overcome the shortcomings and move forward. Nghe An Newspaper had a dialogue with comrade Nguyen Duy Minh - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the commune on a number of related issues.

PV:It is known that a few years ago, there were signs of disunity within Thanh Chi commune, some key officials were disciplined, causing people to lose confidence in the local Party Committee and government. What do you think was the cause?

Comrade Nguyen Duy Minh:Indeed, the public has known about the incident that happened in Thanh Chi related to violations in policy implementation, such as declaring an increased age to enjoy social allowances for people aged 80 and over; not reporting to superiors to cut off the benefits for policy beneficiaries who have died; some decisions to increase the level of benefits but not informing the beneficiaries. It is worth mentioning that among those who declared an increased age to enjoy the policy for the elderly, there were relatives of some key commune officials.

This violation stems from the lack of democracy, openness, and transparency in implementing policies and regimes, combined with weaknesses in the management and administration of the government and the inspection, supervision, and management of cadres by the Party Committee, leading to arbitrariness in work and acts of personal favoritism by a few cadres and civil servants. As a result, 2 people were sentenced to prison; 2 people were expelled from the Party; 2 people were dismissed from office, 1 person was warned, and 2 people were reviewed for experience. In particular, the people's trust in the Party Committee and local government has decreased. And more importantly, there have been conflicts and conflicts of interest, disagreement, and disunity within the Party.

Not only are there violations in policy implementation, but also in the leadership, direction and administration of some key officials, there are signs of arbitrariness, lack of democracy, and lack of listening to the opinions of officials, party members and the people. Some officials, civil servants and party members lack the courage to fight and avoid. Although regulations and rules are issued, in the process of leadership, direction and administration, the Party Committee and the government do not adhere to them and lack inspection and supervision.

PV:So, what solutions have the Party Committee and government taken to overcome weaknesses and regain the people's trust, comrade?

Comrade Nguyen Duy Minh:As mentioned, from the violations in implementing policies, 9 cadres and civil servants were disciplined, including key cadres of the Party Committee and the commune government. Entering the Party Congress of the commune, term 2015 - 2020, personnel work encountered difficulties. The district sent cadres to strengthen the position of Deputy Party Secretary and Chairman of the Commune People's Committee; at the same time, directed the development of a personnel plan for the new Executive Committee, in which a number of young cadres were boldly brought into the Party Committee associated with key positions.

Party committees and authorities develop specific working regulations and rules for each department, each individual, each month, quarter and year; strengthen inspection and supervision of the implementation of regulations and rules, combined with inspection and evaluation of the implementation of political tasks in the direction of clarifying the work and responsibilities of each organization and individual. Monthly, maintain regular meetings, thereby promoting democracy and intelligence of cadres, civil servants and party members in the process of leading and directing the implementation of common tasks of the locality; at the same time promptly handle newly arising issues.

At the same time, depending on the time and the key political tasks set, localities establish Steering Committees to assign responsibilities and core roles to each organization, such as implementing the summer-autumn production project or the policy of building waste treatment pits at home; building new rural areas...

In addition, the Thanh Chi Commune Party Committee also takes care of planning, training and fostering grassroots cadres. Up to now, nearly 100% of full-time cadres, part-time cadres and civil servants have university degrees or are studying at specialized universities; 100% of cadres and civil servants have intermediate political qualifications. Along with that, the Commune Party Committee focuses on directing the handling of outstanding issues such as accurately reviewing the beneficiaries of policies, mobilizing erring cadres to return money to beneficiaries. In addition, policies and guidelines are disseminated on the commune radio system and hamlet loudspeakers so that people can grasp and monitor the implementation of cadres and civil servants.

Along with resolving the backlog and weaknesses, the Party Committee and the government also focused on directing the implementation of many tasks that people are interested in to strengthen people's trust such as upgrading martyrs' cemeteries, upgrading infrastructure works (electricity, roads, schools, medical stations, canals, etc.). In 2016 alone and up to August 2017, the locality mobilized internal resources and attracted external resources from children living far from home for 24 billion VND. The locality also focused on transforming the economic structure, crop and livestock structure.

PV:And what is the lesson here, comrade?

Comrade Nguyen Duy Minh:From the recent practice in the locality, the lesson learned is that the leadership and direction of the Party Committee and the administration must ensure the principles of democratic centralism, collective leadership, and individual responsibility, promoting the role of the leader as the center. At the same time, there must be specific regulations and rules of the Party Committee and the administration; along with that, it is necessary to strengthen the inspection and supervision of the implementation of regulations and rules, avoiding promulgating them for the sake of implementation, or implementing them haphazardly.

In activities or conferences, meetings, we focus on promoting democracy and collective intelligence; for opinions that are not in the majority or contrary to the general policy, the chairperson will inform them again to create unity in perception and then unity in action, building internal solidarity.

The solid foundation for building and consolidating high unity from awareness to action in the Party Committee and the entire Party is the determination of appropriate and correct local political tasks. Therefore, the immediate goal that Thanh Chi commune has been focusing on building and bringing the locality to the new rural destination is not only to create a new rural appearance but also, importantly, to improve and enhance the material and spiritual life of the people. Currently, Thanh Chi commune has achieved 12/19 criteria and strives to reach the new rural destination in 2019.
