(Baonghean.vn) - Regulations on evaluating and classifying grassroots party committees have been implemented by the Standing Committee of Nghe An Provincial Party Committee since 1990. At that time, the Central Executive Committee issued Decision No. 17-QD/TW, dated September 15, 1987, on recognizing strong district, county, and town party committees, which clearly stated: "Building strong district, county, town, and grassroots party committees is a regular responsibility of party committees at all levels."

(Baonghean.vn) - By August 30, 2020, grassroots party committees in the whole province had successfully organized congresses for the 2020-2025 term, ensuring compliance with the spirit of Directive No. 35-CT/TW of the Politburo and Plan No. 207-KH/TU of the Provincial Party Standing Committee on party congresses at all levels towards the 13th National Congress of the Party.

After nearly 25 years of implementing the assessment and classification of grassroots party committees, it has been shown that this is an extremely necessary task and an important part of the Party building work of the district-level localities and party committees directly under the Provincial Party Committee. From the actual assessment and classification every year, localities and units can recognize and review the resolutions, targets and tasks that their party committees set out at the beginning of the year; see the results, advantages as well as shortcomings and limitations to find out the causes, draw lessons to have tasks and solutions to continue implementing in the coming year.

Thanks to the classification results of the grassroots Party Committee, the province has an important basis for evaluating and classifying cadres under the management of the Provincial Party Committee, attaching the responsibility of the head in leading and directing the implementation of political tasks of the locality and unit; as a basis for evaluating emulation and annual and term rewards for collectives and individuals; gradually motivating and encouraging the creation of emulation movements between localities and Party Committees, striving to complete the set political targets and tasks.

Initially, the commendation of strong district party committees was carried out every two years. However, starting from 2002, to be consistent with the annual working period, the Provincial Party Committee's Organizing Committee advised the Provincial Party Committee's Standing Committee to promulgate a system of regulations and scorecards to evaluate and classify grassroots party committees according to each type of grassroots party committee, which are party committees of departments, branches, business sectors or armed forces... Every year or term, based on the practical situation, on the basis of the Central's instructions, the Provincial Party Committee's Standing Committee promptly supplements, adjusts or replaces the regulations accordingly.

In the 2015-2020 term, implementing Regulation No. 132-QD/TW dated March 8, 2018 of the Politburo and the guidelines of the Central Organizing Committee on annual quality review and classification of collectives and individuals in the political system, the Provincial Party Committee's Organizing Committee has advised the Provincial Party Committee to specify, develop and promulgate regulations on classifying district-level Party Committees in accordance with the practical situation and political tasks of the Provincial Party Committee. From 2018 to present, the Provincial Party Committee has issued 10 rounds of regulations on criteria and methods with evaluation and classification forms according to 5 types: District, City and Town Party Committees; Provincial Agencies; Provincial Enterprises; Grassroots Party Committees in the armed forces. Assessment content and criteria, assessment and classification process of grassroots-level Party Committees:

The first,The evaluation contents focus on 3 criteria, including the first criterion is leadership in Party building and political system building with 7 contents such as leadership in political and ideological work; organization, personnel work and Party building; leadership in inspection, supervision and Party discipline enforcement; mass mobilization work; internal affairs work; Party committee office work; government building, Fatherland Front and socio-political organizations and unions. The second criterion is the effectiveness of performing assigned tasks with 3 contents: leadership in socio-economic development, national defense and security. The third criterion is the results of overcoming the limitations and weaknesses that have been pointed out.

Monday,Regarding quality classification, it is necessary to base on the results of implementing the tasks of the Party Committee, the strength of organizations in the political system and the quality of the staff and Party members; at the same time, based on the results of implementing the 3 groups of criteria mentioned above according to 4 levels (excellent, good, average, poor). The quality of the Party Committee of districts, cities and towns is classified according to 4 levels:

* Complete the task excellentlyexpressThe Party Committee has many outstanding achievements, innovation and creativity; affirming its leading position and role, a model for other Party organizations to learn from and follow.Along with that, the key indicators on the results of implementing the program and plan for Party building and political system building; the results of leadership in implementing the tasks of socio-economic development, national defense and security assigned by competent authorities are all assessed at the "Excellent" level, the remaining criteria are assessed at the "Good" level or higher; 100% of the affiliated Party organizations are classified as "Completing tasks" or higher, of which 80% are classified as "Completing tasks well" or higher; the government, the Fatherland Front and socio-political organizations at the same level are classified as "Completing tasks well" or higher.

* Complete the task wellmound of expressionThe criteria on the results of implementing the program and plan for Party building and political system building; the results of implementing the tasks of socio-economic development, national defense and security assigned by competent authorities are all assessed at the level of "Good" or higher, the remaining criteria are assessed at the level of "Average" or higher; the Party Committee must have 100% of its affiliated Party organizations classified as "Completing tasks" or higher, of which 50% are classified as "Completing tasks well" or higher; the government and the Fatherland Front are classified as "Completing tasks" or higher.

* Complete the task shownAll criteria are assessed at "Average" level or higher; no affiliated Party organizations have been disciplined (except in cases where disciplinary action was taken but the consequences were self-detected and remedied).

* Mission not completedOnly completed less than 50% of the socio-economic development targets and tasks, national defense and security assigned by competent authorities (except in cases of force majeure) or the programs and plans on Party building and building the political system of the Party Committee at a poor level; had 2 or more organizations in the Fatherland Front organizations and socio-political organizations classified as "Not completing tasks". In addition, the Party organization was disciplined; the Party Committee had more than 20% of its subordinate Party organizations classified as "Not completing tasks".

Tuesday,The evaluation process is strictly implemented, including the following steps: (1) The district-level Party Committee (equivalent) self-assesses and self-classifies (2). The Provincial Party Committee's Organizing Committee presides over and coordinates with relevant agencies to synthesize and appraise the results of self-assessment and classification of units; synthesizes information channels and consults on draft proposals for classification to be sent to the Provincial Party Committee's Party Building Committee, the Provincial Party Committee's Inspection Committee, and the Provincial Party Committee Office for comments before submitting them to the Provincial Party Committee's Standing Committee for quality classification. (3) The Provincial Party Committee's Standing Committee meets to consider, vote by secret ballot to classify quality and summarize, draw lessons, and carry out commendation and reward work according to regulations.

In order for the Provincial Party Committee to have a basis for considering and deciding on quality classification, the Provincial Party Committee's Organizing Committee has advised on classifying into similar groups of subjects in accordance with regulation 132-QD/TW. The basis for considering classification includes regulations on criteria and methods for evaluating and classifying by the Provincial Party Committee according to each type; results of implementing political tasks, Party building work and classification proposals of units; based on statistical data; classification results of the Provincial Emulation and Reward Council; classification of provincial-level departments, branches and organizations; opinions of Party committees under the Provincial Party Committee. Thanks to that, from 2018 to now, for 3 consecutive years, 6/28 Party Committees have excellently completed their tasks, reaching 21.4%; 22/28 Party Committees have well completed their tasks, reaching 71-78.6%; the rest have completed their tasks.

In general, the evaluation and classification work for grassroots-level Party organizations in recent years has been carried out strictly, seriously, promptly, objectively and substantially by the Provincial Party Committee Standing Board, in accordance with the regulations of the Central Committee. The results of the quality evaluation have ensured the principles of democratic centralism, objectivity and transparency, thereby contributing to building, consolidating and improving the leadership capacity and fighting strength of the Party organization; creating an emulation movement to perform well the assigned tasks.

Based on practical requirements, the assessment and classification of grassroots party organizations have been adjusted and supplemented to be more and more suitable, reflecting the reality and having practical effects on the emulation movements of district, city, town party committees and subordinate party committees. However, the practical inspection of the assessment and classification of grassroots party organizations still has some difficulties and problems.
Although there are regular official dispatches to urge and remind, every year there is still a situation where provincial departments, branches, sectors and organizations are slow in evaluating and classifying the performance of districts, cities and towns according to their management functions compared to regulations.

In addition, due to the regulation that a Party Committee "Excellently completing its tasks" must have 100% of its subordinate Party organizations classified as "Completing its tasks" or higher, of which 80% are classified as "Goodly completing its tasks" or higher; a Party Committee that completes its tasks well must have 100% of its subordinate Party organizations classified as "Completing its tasks" or higher, of which 50% are classified as "Goodly completing its tasks" or higher. There is still a situation where some local Party Committees and units are too lenient and chase after achievements, so they consider and evaluate subordinate grassroots organizations that are not close to reality, and make light of some violations of grassroots Party organizations (having shortcomings in implementing Party directives and resolutions; violating the third child birth rate, the rate of families meeting cultural standards...) which will affect the overall evaluation and classification results of district-level Party Committees. This is one of the limitations that needs to be corrected in the coming time./.
