Stick to the base, promptly resolve arising problems

(Baonghean) - In order to amend the working style according to the motto of focusing on the grassroots, Party committees at all levels in the province have assigned tasks to each Party committee member to attend activities at village Party cells., both keeping a close eye on the area and promptly advising on measures to direct the resolution of arising problems.

In Hung Nguyen district, to overcome formalities and improve the quality of village party cell activities, the Standing Committee of the District Party Committee has assigned district party committee members in charge of the grassroots to arrange time to participate in activities with party cells; at the same time, directly dialogue with cadres, party members and people at the grassroots level, especially in difficult areas.

Thanks to that, the meetings became regular, the management capacity of the Party cell secretaries was gradually improved. On the other hand, attending the activities at the Party cells also helped district cadres closely grasp the situation at the grassroots level to promptly advise the Standing Committee to lead, direct and effectively resolve arising and outstanding issues right from the beginning.

Comrade Truong Van Thien - Member of the Standing Committee, Head of the Propaganda Department of Hung Nguyen District Party Committee said: Every quarter, the district Party Committee members attend the Party cell meetings in the places they are in charge of. In addition, depending on the time when there are issues that need to be focused on solving, the attendance at grassroots meetings will be increased.

For example, during the time of concentrating on site clearance for the VSIP Project, the district Party Committee members in charge of the area regularly attended meetings at Party cells in Hung Tay commune to propagate the policies, objectives, and significance of the project, and at the same time grasp the thoughts, aspirations, recommendations, and proposals of the people to advise superiors on timely handling.

Or when there was an issue of land dispute beyond the authority in Hung Lam commune, the land was handed over before the site was completed, the Party Committee member in charge of the base had to attend the Party cell meeting at Party cell 2 in hamlet to propagate, explain to the people, and stabilize the situation at the base. Some Party cells in Hung Khanh and Hung Thong communes had set new rural targets but did not achieve them, the responsible cadres also had to actively stay close to the base, find the cause to advise on solutions to overcome, help the Party cell improve its management capacity, issue and implement resolutions...

“The assignment of the District Party Committee members to attend monthly meetings with grassroots Party cells has brought about many encouraging results. Not only has the quality of Party cell meetings been improved, but the Party and State's policies and guidelines have been communicated and conveyed to the people in a more complete and timely manner.

On the other hand, attending activities with grassroots Party cells also helps cadres have the opportunity to contact and be close to villages and residential areas; contributing to improving their qualifications and experience in solving problems arising in practice...", said comrade Hoang Quoc Viet - Deputy Secretary of Hung Nguyen District Party Committee.

In Nghi Loc district, to eliminate "weak links and weak aspects" in the Party cells in special areas, in addition to increasing Party members to supplement the force, the district also assigned district Party Committee members and heads of departments and offices to attend activities at the Party cells in special areas to support the Party cells in leadership, management and handling of problems arising at the grassroots level.

At the same time, it creates solidarity and unity in the Party cells, overcoming the situation of resolutions issued not being close to reality. If before 2003, the whole district had 64 hamlets without Party cells, 34 hamlets without Party members, up to now, 62 Party members have been developed, 50 Party cells have been established in special areas.

In Tan Ky district, the Standing Committee members and Party Committee members of the district according to clusters, points, and assigned areas regularly implement the regime of going to the grassroots, organizing working sessions with the grassroots, attending activities at the hamlet party cells to grasp the situation and thoughts of cadres and party members in the province, promptly informing the important policies and tasks of the district and province to the grassroots, and advising on solving arising issues according to their authority.

Thanks to that, it has contributed to promptly resolving pressing and prominent issues at the grassroots level such as consolidating the political system and stabilizing the situation in Gia De hamlet (Nghia Dung commune), preventing petitions, complaints or scenes of people gathering at the People's Committees at the commune and district levels to file complaints related to the granting of sand and gravel mining licenses to Hoang Dinh Lam Private Enterprise; agreeing to resolve administrative boundaries between some communes of Tan Xuan, Giai Xuan, Tan Hop (Tan Ky) and Ha Son, Chau Ly (Quy Hop) according to the plan to adjust administrative boundaries...

Discussing the assignment of cadres to attend activities at grassroots party cells, comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee said: The whole district has 429 party cells directly under the grassroots party committee, of which 341 party cells are under the commune party committee. Immediately after the Party Congresses at all levels, the Party Committee Standing Committee has developed and issued working regulations specifying the functions and tasks of the Party Committee, Standing Committee, Secretary, Deputy Secretary and Party Committee members.

Most of the Party Committee members at all levels have made efforts to arrange and invest time to stay close to the grassroots and areas under their responsibility, and participate in activities with grassroots Party Committees and lower-level Party cells to grasp the situation. Many Party Committee members have proactively reminded and warned about potential violations in the implementation of the Political Platform, Party Statutes, policies, resolutions, directives, regulations of the Party, and laws of the State, and the maintenance of lifestyle and internal solidarity within the Party right at the grassroots level... in order to promptly correct them. In addition, the District Party Committee has also developed a project to improve the effectiveness of the implementation of regular supervision tasks of Party Committee members at all levels.

For units in remote areas of mountainous districts such as Ky Son, Que Phong, Tuong Duong... assigning party committee members to be in charge of each village, strengthening their connection with the grassroots and participating in activities with villages and party cells, thereby discovering outstanding masses, creating a source of Party members is one of the solutions to develop party members, preventing the risk of emptying village party cells.

Party committee members have the task of strengthening their close contact with and grasping the grassroots situation, propagating and mobilizing people to develop the socio-economy, eliminate hunger and reduce poverty, and are also the center of solidarity in building a relationship of coordination between Party cells and organizations in the political system in the area.

Not only at the district and commune levels, but recently, the Standing Committee members and members of the Provincial Party Committee have also directly gone to localities to attend village party cell activities, especially during the review deployment period in the spirit of Resolution 4 of the Central Committee (12th term).

Thereby, both checking the quality of activities, promoting democracy at the grassroots level, grasping the reality, and at the same time receiving and recording the enthusiastic contributions, recommendations and proposals from party members and people. For example, when attending the activities here, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee requested that cadres and party members pay more attention to the quality of party cell activities, thereby helping to improve the leadership capacity and fighting strength of the Party. "Looking at the party cell activities, we know the quality of the organization. In party activities, we must make them truly practical and attractive. This is not just a question waiting for the Party Committee to answer, but each party member must help the Party Committee answer", Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son emphasized.

Attending the monthly Party cell meeting in Xieng Lam village, Ngoc Lam commune (Thanh Chuong), Deputy Secretary of the Provincial Party Committee Nguyen Van Thong highly appreciated the content and form of the meeting, ensuring compliance with the spirit of Directive No. 10-CT/TW dated March 30, 2007 of the Central Party Secretariat. In particular, the Party cell had a creative way of meeting, which was the form of using savings boxes at the Party cell.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong requested Party members in the Party cell to set an example, promote the role of mass organizations, and focus on Party building work. The Party cell should improve its leadership capacity and direct the people to effectively implement the Party's guidelines and policies and the State's laws. At the same time, it acknowledged the opinions that Party members in the Party cell conveyed to the people's recommendations related to domestic water; the grassroots loudspeaker system is not yet guaranteed; the settlement and determination of boundaries of some plots of land between households are not clear...

It can be said that assigning higher-level Party committees to participate in activities at village party cells is one of the solutions to help cadres and Party members grasp the grassroots, improve practical capacity, listen to and solve problems arising at the grassroots, create trust among Party members and the masses. At the same time, it helps village party cells improve the quality of party cell activities, eliminate weak links and weaknesses, and affirm the role of political core at the grassroots.
