Provincial Traffic Safety Committee handles the issue raised in the newspaper
Nghe An Newspaper, issue August 16, 2012, published an article "Overcoming unreasonable construction of median strips", reflecting the unreasonable and non-compliant installation of hard median strips on Nguyen Trai Street (from Quan Banh intersection to Quan Bau intersection) and the intersection between Mai Hac De Street and Nguyen Canh Hoan Street.

After the newspaper was published, the Standing Committee of the Provincial Traffic Safety Committee had a working session with Road Management Area 4. On August 28, the Provincial Traffic Safety Committee sent Official Dispatch No. 136/ATGT to Nghe An Newspaper concluding as follows:
As some articles have stated, the median strip is used to separate opposite traffic directions on National Highway 1A through Vinh City. There are many shortcomings at the locations where the median strip is opened, affecting traffic order and safety on this route.
Currently, the management of this route is under the authority of the Vietnam Road Administration, while the responsibility for traffic accidents and local traffic congestion belongs to the local authorities. Therefore, in order to proactively handle and promptly overcome the above shortcomings and ensure safety and order for people and vehicles participating in traffic on National Highway 1A through Vinh City, the Standing Committee of the Provincial Traffic Safety Committee requests the Vietnam Road Administration to authorize the People's Committee of Nghe An province to be responsible for organizing traffic on this route, in order to solve the problems of road infrastructure.
