The Nghe An newspaper, in its August 16, 2012 issue, published an article titled "Addressing Irregularities in the Construction of Median Strips," reflecting on the unreasonable and non-compliant installation of rigid median strips on Nguyen Trai Street (from Quan Banh intersection to Quan Bau intersection) and at the intersection of Mai Hac De Street and Nguyen Canh Hoan Street.

Following the news report, the Standing Committee of the Provincial Traffic Safety Board held a meeting with the Road Management Area 4. On August 28th, the Provincial Traffic Safety Board sent Official Letter No. 136/ATGT to Nghe An Newspaper concluding as follows:
As some news reports have indicated, the median strip used to separate opposing traffic directions on National Highway 1A section through Vinh City has many shortcomings at the locations where the median strip is opened, affecting traffic safety on this road.
Currently, the management of this route falls under the authority of the Vietnam Road Administration, while the responsibility for traffic accidents and local congestion rests with the local government. Therefore, to proactively address and promptly rectify the aforementioned shortcomings and ensure traffic safety for people and vehicles on National Highway 1A through Vinh City, the Standing Committee of the Provincial Traffic Safety Board proposes that the Vietnam Road Administration authorize the People's Committee of Nghe An Province to take responsibility for organizing traffic on this route, in order to resolve the inadequacies in road infrastructure.
