After considering the proposals of the Central Inspection Committee in Report No. 86-TTr/UBKTTW, dated December 16, 2017, regarding the proposal to discipline the Standing Committee of the Vinh Phuc Provincial Party Committee for the 2010-2015 term and Comrade Pham Van Vong, former Central Committee member, Secretary of the Provincial Party Committee for the 2010-2015 term, and Chairman of the Vinh Phuc Provincial People's Council for the 2011-2016 term; and Report No. 87-TTr/UBKTTW, dated December 16, 2017, regarding the proposal to discipline Comrade Ngo Van Tuan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, former Secretary of the Party Committee, and former Director of the Department of Construction of Thanh Hoa province, the Secretariat of the Central Committee found that:
I. The Standing Committee of the Vinh Phuc Provincial Party Committee for the 2010-2015 term and Comrade Pham Van Vong committed the following violations:
1. Violations by the Standing Committee of the Vinh Phuc Provincial Party Committee
(a) Violation of the principles of party organization and working regulations
Violating Regulation No. 51-QD/TW, dated April 19, 2007, of the Secretariat of the Central Committee on the duties and working relationships of the Standing Committee of the Provincial/City Party Committee in advising the Provincial Party Committee to issue the Working Regulations, which includes a provision authorizing the Standing Committee of the Provincial Party Committee to consider and resolve certain socio-economic issues beyond its authority; thereby limiting the role and responsibility of the Standing Committee of the Provincial Party Committee in leadership and direction.
(b) Violating the principle of democratic centralism and the Party and State regulations on organizational and personnel work, decisions were made to appoint and nominate many officials who did not meet the prescribed standards and conditions, showing signs of favoritism, bias, and abnormality. The planning of officials under the management of the Provincial Party Standing Committee had many cases that did not comply with regulations; no plan for personnel rotation was developed. Lack of inspection and supervision allowed some agencies and organizations to have an excessive number of departments, deputy heads of departments and agencies, and to use contract workers improperly.
(c) Violations in leadership and direction of land management and investment management of some key projects and works. Violations of the Working Regulations of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee in approving many investment projects using land exceeding their authority, not conforming to planning, and not in accordance with legal regulations; allocating land without auctioning land use rights, causing losses to the state budget. Lax leadership and lack of inspection allowed the Provincial People's Committee to violate state management of some key projects and works, causing serious consequences.
2. Comrade Pham Van Vong, former member of the Central Committee of the Party, Secretary of the Provincial Party Committee for the 2010-2015 term, and Chairman of the People's Council of Vinh Phuc province for the 2011-2016 term, committed the following violations:
As the head of the organization, he bears primary responsibility for the violations and shortcomings of the Provincial Party Standing Committee during the 2010-2015 term. These violations included the principle of democratic centralism, the Provincial Party Committee's working regulations, and the Party and State's regulations in appointing several officials without ensuring adherence to principles, conditions, and standards. He chaired Standing Committee meetings that approved numerous projects involving land use that violated regulations; and he lacked attention to inspection and supervision, leading to serious violations by the Provincial People's Committee in the management of investment and construction of several key projects and in the management and use of land.
The Secretariat of the Central Committee found the violations and shortcomings of the Standing Committee of the Vinh Phuc Provincial Party Committee during the 2010-2015 term and of Comrade Pham Van Vong to be serious, negatively affecting the prestige of the party organization and individuals.
Based on Regulation No. 263-QD/TW and Regulation No. 102-QD/TW of the Politburo on disciplinary action against violating Party organizations and members, the Secretariat of the Central Committee decided to discipline the Standing Committee of the Vinh Phuc Provincial Party Committee for the 2010-2015 term with a warning; and to discipline Comrade Pham Van Vong by dismissing him from the position of Secretary of the Provincial Party Committee for the 2010-2015 term.
II. Disciplinary action against Comrade Ngo Van Tuan, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, former Party Secretary and former Director of the Department of Construction of Thanh Hoa province.

Comrade Ngo Van Tuan has committed the following violations:
From October 2010 to November 2015, in his capacity as Party Secretary and Director of the Department of Construction, he violated the principle of democratic centralism and the regulations of the Party and State regarding organizational and personnel matters, specifically:
- Deliberately violating the regulations of the Thanh Hoa Provincial Civil Service Examination Council in 2011; issuing a decision to establish the Selection Council for officials and civil servants of the Department of Construction without proper authority in order to favor and support Ms. Tran Vu Quynh Anh in the recruitment, transfer, and appointment of her from a contract worker to a professional civil servant; within a very short time afterwards, appointing her as Deputy Head of Department and Head of Department; proposing the planning for the position of Deputy Director of the Department and admitting Ms. Tran Vu Quynh Anh into the Party and participating in the Party Committee of the Department of Construction in violation of regulations.
- Issuing decisions on personnel appointment standards without proper authority, violating personnel standards prescribed by competent authorities; appointing many heads and deputy heads of departments who do not meet the necessary conditions and standards, a prime example being the case of Ms. Tran Vu Quynh Anh.
- The decision to establish several new units under the Department of Construction was beyond its authority and violated the regulations of the Party and the State on administrative reform and streamlining of organizational structure and personnel.
Comrade Ngo Van Tuan's violations and shortcomings are very serious, repeated, and systematic, leading to violations by several Party organizations and many Party members, requiring disciplinary action. During the review process, he did not seriously self-criticize and lacked sincerity in acknowledging his mistakes and violations. Based on the content, nature, extent of impact, and consequences of the violations, and in accordance with Decision 102 of the Politburo on handling violations by Party members, the Secretariat decided to discipline Comrade Ngo Van Tuan by dismissing him from all his positions within the Party.
