The Secretariat notes that it is necessary to limit the organization of summaries, meetings, and farewells; and strictly prohibits the organization of parties and celebrations for inaugurations and promotions related to the arrangement and consolidation of administrative units.

At the meeting on June 24, after listening to the report of the Party Central Office, the Secretariat assessed that Party committees and organizations at the central and local levels have actively and promptly implemented the conclusions of the Politburo and the Secretariat on reorganizing and streamlining the apparatus and administrative units; basic work has ensured progress as required.

However, the workload ahead is still huge. The Secretariat requires Party committees and organizations from the central to local levels to continue to focus on leadership, direction, and review of work to speed up implementation progress.

The Secretariat noted that by June 25 at the latest, the establishment of party organizations, appointment of Party committees, inspection committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones must be completed in accordance with the Politburo's conclusions. At the same time, the issuance of documents, circulars, and instructions of ministries and branches in assigned fields must be completed and sent to the commune level for implementation.

Relevant agencies are on duty and ready to handle any technical problems that arise during the implementation process.

The Secretariat requested provincial and municipal Party Committees to urgently complete the trial operation of Party, State, Fatherland Front and commune-level socio-political organizations; organize evaluations and have experience-drawing reports on the trial operation no later than June 27.

Localities review the arrangement of headquarters, equipment, working means and necessary conditions to ensure smooth operations when officially put into operation.

Officials, civil servants, public employees, and workers must concentrate on their work, maintain their image and style, and uphold their spirit and responsibility in serving the people. In places where communes lack specialized staff, the provincial level must promptly and adequately arrange and increase support and assistance staff to ensure smooth work.

The Secretariat also requested to review and adjust the plan to organize the announcement ceremony on June 30 in a synchronous and unified manner in accordance with the Central Committee's instructions; combined with organizing celebratory activities to create a joyful and exciting atmosphere among cadres, party members and people.

This must be practical, effective, and in accordance with Party regulations and State laws, avoiding ostentation, formality, and expense that could cause negative public opinion. Depending on the conditions of each locality, fireworks displays should be organized on an appropriate scale and form and not use the State budget.

At the same time, completely resolve outstanding work before June 30, do not leave unfinished work, unclear authority and responsibility of authorities at all levels when the operation ends.

Ongoing work needs to have a plan for transferring tasks to continue implementation to ensure no work is missed or forgotten; effectively manage and use public assets, housing facilities, and land, to avoid loss or waste.

The Ministry of Public Security directed to strengthen the work of ensuring security and order for the events on June 30 and July 1, effectively combat plots and activities of incitement, sabotage, and distortion of the Party and State's policies; and prevent complaints and large gatherings of people causing insecurity and disorder.
