Standing member of the Secretariat Tran Quoc Vuong has just signed and issued the Secretariat's Directive on improving the quality of Party membership admission and reviewing and screening to remove those who are no longer qualified to be Party members from the Party.

People with improper motives joining the Party still happen in many places.

The Directive clearly states that since the Party's founding, especially in recent years, the number of newly admitted Party members has increased rapidly, and the educational level of newly admitted Party members has become increasingly high. Along with reviewing, screening, and removing unqualified Party members from the Party, it has contributed to improving the quality of Party members, the leadership capacity, and the fighting strength of the Party organization; contributing to building a clean and strong Party, and consolidating the people's trust.

However, the work of admitting party members and reviewing and screening party members in recent times has not met requirements, showing signs of chasing quantity, not paying due attention to quality. The admission of unqualified people, people with improper motives into the Party still occurs in many places...

The work of managing, educating, training, and evaluating the quality of party members is still formal. The work of reviewing and screening party members is not timely, not drastic, still confusing, and lacks unity among party organizations.

There are still some party members who lack exemplary conduct, lack courage, are tempted by personal interests, degrade, "self-evolve", "self-transform"; have actions and statements that are contrary to principles, contrary to the Party Platform, guidelines and Statutes. Some party members show signs of wavering and skepticism about the goals, ideals and path to socialism.

"Those shortcomings and weaknesses have significantly affected the leadership role and fighting strength of the Party organization and Party members; and have reduced the people's trust in the Party," the Directive stated.

The Secretariat's Directive also emphasized that these shortcomings and weaknesses are fundamentally caused by the fact that many Party committees, Party organizations, cadres and Party members have not fully and deeply recognized the importance of improving the leadership capacity, fighting strength of Party organizations and the quality of Party members...

Therefore, the Secretariat requested Party committees and organizations at all levels to focus on implementing 7 tasks.

Resolutely remove unqualified party members from the Party

One is,Raise awareness, fully and deeply understand the importance of the task of building a team of Party members who are truly pioneers, exemplary, highly responsible in their work, close to the people; have strong political will, pure moral qualities, a sense of organization and discipline and the ability to complete tasks; stand firm in the face of all difficulties and challenges; always strive for the goals and ideals of the Party. This is an urgent, regular, immediate and long-term task of Party committees and organizations at all levels.

Second,Rectify the work of admitting party members, thoroughly overcome the situation of chasing quantity and neglecting quality. The admission of party members and the recognition of official party members must ensure the correct standards, conditions, processes and procedures according to regulations.

Newly admitted Party members must be truly outstanding people, with good political qualities, pure morality, trained and tested in practice, have correct and complete awareness of the Party, and have the right motivation to join the Party...

Party committees regularly inspect the organization of party training classes, promptly correct and strictly handle violations and negative behaviors in the organization and implementation.

Third,Strengthening the management and education of party members. In particular, proactively overcoming the manifestations of fading ideals, opportunism, pragmatism, self-interest, individualism, and mediocrity; protecting honest and straightforward party members in the fight against negativity.

Ensure that self-criticism and criticism in party activities are conducted regularly, seriously, practically and effectively. In 2019, a general survey of the situation of party members will be conducted...

Four is,seriously carry out the work of reviewing and screening party members, resolutely and promptly remove unqualified party members from the Party. In which, promote Party discipline, order, fighting spirit, self-criticism and criticism, enhance party members' responsibility in party cell activities.

Party committees and organizations regularly review and screen party members right from the party cells, promptly detect and resolutely remove unqualified party members from the Party by appropriate means.

In the immediate future, from now until May 19, review the party members. Thereby clarifying those party members who do not complete their tasks, do not properly implement the transfer regime, violate party discipline and state laws, lack exemplary behavior, and have low prestige among the people.

From there, select and remove from the Party those Party members who are no longer qualified; thoroughly overcome the situation of leniency, deference, and avoidance in the work of evaluating and classifying Party members and screening to remove those Party members who are no longer qualified from the Party.

The Central Organizing Committee presides over and coordinates with the Central Inspection Committee and relevant agencies to guide the criteria and procedures for removing unqualified Party members from the Party.
