The Party Executive Committee of the Provincial Agencies Bloc will issue a Resolution on administrative reform.
(Baonghean.vn) - On the afternoon of September 29, the Standing Committee of the Party Committee of the Provincial Agencies Bloc had a working session with the Party Committee and leaders of the Department of Home Affairs to discuss a number of contents to prepare for the development of a Resolution of the Executive Committee of the Party Committee of the Bloc on strengthening the leadership of Party committees at all levels in administrative reform work in provincial agencies.

In the period 2015-2020, with the attention and leadership of Party committees and experts at all levels, administrative reform work of provincial agencies has achieved important results.
Mechanisms and policies are built, reviewed, revised, supplemented and perfected to suit practical needs to meet the requirements of socio-economic development.Administrative procedures(Administrative procedures) in various management areas have received attention for reform. The announcement and publication of administrative procedures have been more timely and transparent. Many administrative procedures have been simplified, shortened in execution time, and reduced in transaction costs.

Organizational structureAgencies and units are arranged in a simple direction, reducing focal points, increasing operational efficiency. The quality of the staff and civil servants is gradually improved through the implementation of solutions to review and handle shortcomings in recruitment, arrangement, and use, combined with training, fostering, and streamlining the payroll.
Awareness, sense of responsibility,public ethicsThere have been positive changes through the implementation of measures to monitor, inspect, tighten discipline and administrative order. The application of IT has been focused on to meet the requirements of state management and actively support administrative reform.
However, the review and simplification of administrative procedures in some areas have yielded low results and many procedures are still complicated. The organizational structure has not been truly streamlined and compact; management efficiency is not high. Inspection and supervision of decentralized tasks are not regular and not complete.

The management of civil servants and public employees in some agencies and units is not strict. The implementation of the autonomy mechanism of some agencies and units is not timely and effective. The application of information technology is not really synchronous and fragmented, many applications are ineffective, and do not really support administrative reform well.
At the meeting, the leaders of the Department of Home Affairs pointed out many causes leading to the above limitations and weaknesses. At the same time, they proposed many tasks and solutions to promote administrative reform, build effective and efficient provincial-level state agencies, and provide good services to people and businesses. Build a team of civil servants and public employees capable of advising and serving the people in the new situation.

In the 2021-2025 period, administrative reform is identified as one of the breakthrough solutions to promote the socio-economic development of the province. On that basis, the Party Executive Committee of the Provincial Agencies Bloc will issue a Resolution on strengthening the leadership of Party committees at all levels in administrative reform work in provincial agencies.
At the meeting, delegates listened to and gave their opinions on the orientation of goals, tasks, and solutions for the 2021-2025 period, with a vision to 2030; Draft framework of the Resolution Outline and Draft preliminary outline of the Resolution's content.
Concluding the working session, Secretary of the Provincial Agencies Party Committee Nguyen Nam Dinh suggested that after the 19th Provincial Party Congress, the Department of Home Affairs should advise the Provincial Party Executive Committee to issue a Resolution or content on administrative reform.

Considering this as the "backbone" Resolution of the Provincial Agencies Party Committee after the 20th Congress, the Secretary of the Provincial Agencies Party Committee emphasized that this is a Resolution that attaches the role of the Party to administrative reform work. Therefore, the content of the Resolution must clearly demonstrate the leadership role of the Party Committee in administrative reform, especially in State administrative agencies and public service.
The Secretary of the Party Committee of the Provincial Agencies Bloc also requested the Party Committee and leaders of the Department of Home Affairs to continue to overcome difficulties; enhance the role as an advisory body to the Provincial People's Committee on administrative reform so that this work can be increasingly improved. Regarding the roadmap for developing the Resolution, by June 2021 at the latest, the Executive Committee of the Party Committee of the Provincial Agencies Bloc will approve and promulgate it.
