The Provincial Party Executive Committee gave its second comments on the draft Political Report to be submitted to the 20th Provincial Party Congress.
On the afternoon of July 8, the 19th Provincial Party Executive Committee held its 22nd meeting to listen to and give opinions on the draft Political Report and the draft Review Report to be submitted to the 20th Provincial Party Congress.

According to the Document Subcommittee and the Editorial Team, the draft Political Report has updated and supplemented new viewpoints and policies of the Party Central Committee, the Politburo, and the Secretariat, especially absorbing the direction of General Secretary To Lam at the working session with the Provincial Party Committee Standing Committee on May 15, 2025.
Based on the conclusion of General Secretary To Lam and studying the opinions and suggestions, the theme of the congress is: "Building a clean and strong Party organization; comprehensive innovation, breakthrough development, striving to make Nghe An a national growth pole in the new era of development".
The section on the assessment of 5 years of implementing the Resolution of the 19th Provincial Party Congress was also edited and condensed. The section on directions, goals and tasks for the 2025-2030 term added 5 development perspectives, which absorbed and incorporated the viewpoints and guiding thoughts of General Secretary To Lam.
Regarding the general goal, based on the goal determined in Resolution 39-NQ dated July 18, 2023 of the Politburo, adding the content of striving to become a "national growth pole"; at the same time, adjusting a number of development indicators.
Regarding tasks and solutions, the draft has divided them into two groups, clearly separating the development of sectors and regions (development space). In particular, the group of tasks and solutions on innovation of growth models and development of key economic sectors and fields: Industry, agriculture, services and marine economy.
Task group and solutions on developing key economic zones, economic corridors, urban and rural development and infrastructure development.
At the conference, the members of the Provincial Party Executive Committee basically agreed with the content of the draft report; at the same time, they contributed opinions on the congress theme; the list of key projects in the 2025-2030 term; the goals and targets on provincial competitiveness rankings, the rate of agricultural labor, the rate of trained labor, etc.
Delegates also proposed adding contents on developing green agriculture associated with eco-tourism; completing and managing the planning of the Kim Lien National Special Relic Site; developing and improving the quality of labor training at vocational schools; adding tourism development in the Hoang Mai - Dong Hoi region and adding breakthroughs in attracting investment, developing industry, high technology and digital economy; and urban development.
Concluding this content, Provincial Party Secretary Nguyen Duc Trung affirmed that the draft Political Report and the draft Review Report of the Provincial Party Executive Committee at the 20th Provincial Party Congress were clear and concise, in accordance with the Central Committee's direction to be concise, easy to remember, easy to understand, and easy to organize and implement; at the same time, he requested the Document Subcommittee to direct the Editorial Team to absorb the opinions and complete the contents of the draft report.
Regarding the contents of the draft report, the Provincial Party Secretary assessed that the title and theme of the congress were relatively clear, complete, easy to remember, appropriate, and fully reflected the elements of Party building work and development aspirations to achieve the province's development goals in the coming time. Regarding development perspectives, we will continue to study and consider them in a clearer direction to avoid duplication.
Regarding the general goal, the goal of becoming a national growth pole was added and the target of GRDP growth was agreed upon at over 12%. It is believed that in the coming period, the province will have favorable conditions to achieve the goal when key projects are implemented such as the Vinh - Thanh Thuy highway, the Cua Lo deep-water port project, the Vinh airport renovation and upgrade project, the LNG thermal power project, etc.

Regarding the groups of tasks and solutions in the coming term, the Provincial Party Secretary said that the province will develop urban areas in qualified areas on a harmonious and reasonable basis.
In the coming time, Provincial Party Secretary Nguyen Duc Trung requested to continue organizing the collection of comments on the draft Political Report as planned; at the same time, urgently complete the framework of the action program and the draft Resolution of the congress.
