The Party Executive Committee of Nghe An province approved plans and projects to reorganize the apparatus.

On the morning of February 7, the Provincial Party Executive Committee met to listen to and give opinions on the contents of the plan and project to reorganize the apparatus in the provincial political system. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired and directed the meeting.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation;Representatives of the Party Committees and the Central Inspection Committee in charge of Nghe Anwith comrades Standing Committee of Provincial Party Committee, Executive Committee of Provincial Party Committee.

Plan to organize the apparatus in the system

At the meeting, comrade Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee presented the Proposal of the Provincial Party Committee Standing Committee on plans and projects to reorganize the apparatus in the political system of Nghe An province to the Provincial Party Committee Executive Committee for comments.

According to the Report, regarding the plan to reorganize the provincial Party apparatus, ending the activities of the Provincial Agencies Party Committee and the Provincial Enterprises Party Committee. Ending the activities of provincial Party delegations and Party executive committees, transferring the functions and tasks of Party delegations and Party executive committees to the Party committees at the organizations, agencies and units where the Party delegations and Party executive committees end.

Regarding the Project to merge the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee, the name after the merger is the Provincial Party Committee's Propaganda and Education Committee. Regarding the organizational structure, the leadership of the committee includes the Head of the committee and 4 Deputy Heads of the committee. At the time of merger, the number of committee leaders may be higher but not exceed the total number of committee leaders before the merger.

Regarding the Project to establish the Party Committee of provincial agencies, there are 20 grassroots party organizations, with 724 party members, including grassroots party organizations: Advisory and support agencies of the Provincial Party Committee, Provincial Political School, Nghe An Newspaper, Provincial National Assembly Delegation, Provincial People's Council, Provincial Fatherland Front and socio-political organizations of the province, Provincial People's Procuracy, Provincial People's Court, Provincial Red Cross, Provincial Literature and Arts Association, Provincial Union of Science and Technology Associations.

Regarding the Project to establish the Provincial People's Committee Party Committee, there are 67 grassroots party organizations and 7,355 party members, including 51 grassroots party organizations with 5,491 party members under the Provincial Agencies Party Committee and 16 grassroots party organizations with 1,864 party members under the Provincial Enterprises Party Committee.

The project ends the activities of the Provincial Cadre Health Care and Protection Board. Then, establish the Provincial Cadre Health Care and Protection Board (part-time operation); Complete the Professional Council; Maintain the Provincial Cadre Health Clinic at Nghe An General Hospital.

Regarding the plan to reorganize the Party apparatus at the district level, the Provincial Party Standing Committee agreed to merge the Propaganda Department and the Mass Mobilization Department of the district-level Party Committee, and the plan to end the activities of the District-level Cadre Health Care and Protection Department; at the same time, the Standing Committees of districts, cities and towns were assigned to complete the project and plan to submit to the District Party Executive Committee for promulgation according to their authority for implementation, before February 15, 2025.

Regarding the plan to reorganize the apparatus of the Fatherland Front and socio-political organizations at the provincial level: The Provincial Fatherland Front maintains 4 internal focal points. The Provincial Labor Federation reduces 1 committee and 4 industry unions and establishes 2 new unions. The Provincial Women's Union develops a project to dissolve the Vocational Training and Job Introduction Center. The Provincial Youth Union, the Provincial Farmers' Association, and the Provincial Veterans' Association continue to maintain their current apparatus.

Regarding the plan to reorganize the provincial government apparatus, 4 departments and branches will not change their functions and tasks, including: Provincial People's Committee Office, Department of Foreign Affairs, Provincial Inspectorate, and Southeast Economic Zone Management Board will reorganize internally.

In addition, the Department of Planning and Investment will be merged with the Department of Finance, the new name will be the Department of Finance. The Department of Construction will be merged with the Department of Transport, the new name will be the Department of Construction. The Department of Information and Communications will be merged with the Department of Science and Technology, the new name will be the Department of Science and Technology.

Merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development, the new name is the Department of Agriculture and Environment. Merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs, the new name is the Department of Home Affairs. Merge the Department of Culture and Sports with the Department of Tourism, the new name is the Department of Culture, Sports and Tourism.

Establish the Department of Ethnic Minorities and Religions on the basis of the Provincial Ethnic Minorities Committee receiving the functions, tasks, and organization of the state management advisory apparatus on religion from the Department of Home Affairs.

Departments and branches have received and transferred functions and tasks and continued to review internal organizations. The public service units under the Provincial People's Committee have developed a plan to reorganize, reduce 1 public service unit and reduce 22 internal units.

For specialized agencies under the district-level People's Committee, arrange and merge to reduce 49 specialized departments. For public service units under the district-level People's Committee, arrange and merge to reduce 48 public service units.

At the meeting, members of the Provincial Party Executive Committee discussed and gave opinions on the contents of the projects and plans to reorganize the apparatus of a number of agencies and units.

The rearranged apparatus must ensure continuous, effective and efficient operation.

Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung emphasized that the policy and directive spirit on organizational arrangement have been thoroughly grasped and implemented clearly and specifically. The task now is to organize implementation with the spirit of speed, but must ensure quality and efficiency.

Based on the Report and discussion opinions at the meeting, the Provincial Party Secretary emphasized that the Provincial Party Executive Committee unanimously approved the Project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, establishing Party Committees of Provincial Party agencies and the Provincial People's Committee Party Committee.

End of activities of the Provincial Cadre Health Care and Protection Board; end of activities of the Provincial Agencies Party Committee, Provincial Enterprises Party Committee and end of activities of Party executive committees and Party delegations.

The Provincial Party Committee's Organizing Committee is assigned to advise the Provincial Party Committee's Standing Committee to issue decisions and organize the announcement of decisions on the establishment, merger, and termination of operations of the above agencies and units before February 13, 2025.

The Provincial Party Executive Committee also agreed on the contents of the projects and plans of the districts on merging the Propaganda and Education Committees and the Mass Mobilization Committees of the district-level Party Committees; ending the activities of the District-level Cadre Health Care and Protection Committee; assigning the Standing Committees of the district, city and town Party Committees to complete, proactively issue decisions and organize the announcement of decisions before February 15, 2025.

For the Fatherland Front and provincial-level socio-political organizations, proactively reorganize and restructure the organization as per the established plan.

Regarding the plan to reorganize the provincial government apparatus, the Provincial Party Executive Committee unanimously approved the project and plan prepared by the Provincial People's Committee Party Committee.

The Provincial People's Committee's Party Committee directs the sectors to complete the preparation of content to submit to the Provincial People's Council for direction according to authority, and the announcement of decisions must be before February 20, 2025.

For district-level administrative agencies, decisions must also be completed and announced before February 20, 2025.

In particular, note that the transfer must ensure continuity, completeness, and no omissions or deficiencies.

The Provincial Party Committee's Organization Committee shall preside over and coordinate with relevant sectors to advise the Provincial Party Committee's Standing Committee on personnel work, arrange cadres under the management of the Provincial Party Committee's Standing Committee, and ensure that when announcing decisions to establish new organizations, agencies, and units, there will be simultaneous decisions and announcements on personnel work, especially the heads and deputy heads.

With a large amount of work, while requiring quick implementation time, the Provincial Party Secretary requested that the apparatus after arrangement, merger and establishment must operate continuously, effectively, efficiently, without legal gaps.

Based on that request, Provincial Party Secretary Nguyen Duc Trung requested Party committees, Party organizations, agencies, departments and branches to urgently, actively, resolutely and proactively implement. At the same time, develop and promulgate procedures according to regulations to ensure effective implementation, quality and progress.
