The Executive Committee of the Nghe An Provincial Party Committee approved the Project on rearranging commune-level administrative units.

On the morning of April 21, under the chairmanship of Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, the Provincial Party Executive Committee held a conference to give opinions and approve the Project to rearrange and reorganize commune-level administrative units in the province.

Attending the conference were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades in the Provincial Party Standing Committee and the Provincial Party Executive Committee.

After the arrangement, there are 130 commune-level administrative units left.

At the meeting, Director of the Department of Home Affairs Nguyen Viet Hung reported on the current status of commune-level administrative units; principles, criteria, and standards for arrangement; steps, implementation procedures, and plans for arranging commune-level administrative units in the province.

Nghe An province has 412 commune-level administrative units including: 362 communes, 33 wards, 17 towns. The plan to reorganize and reduce 282 commune-level administrative units (reduction rate of 68.45%) to 130 units including: 11 wards, 119 communes.

The plan to rearrange commune-level administrative units of localities is as follows: Thai Hoa town will rearrange 9 units into 3 units, reducing 6 units (reduction rate of 66.67%). Anh Son district will rearrange 19 units into 6 units, reducing 13 units (reduction rate of 68.42%). Tuong Duong district will rearrange 17 units into 9 units, reducing 8 units (reduction rate of 47.06%).

Yen Thanh district arranged 32 units into 9 units, reducing 23 units (reduction rate of 71.86%). Tan Ky district arranged 20 units into 7 units, reducing 13 units (reduction rate of 65%). Con Cuong district arranged 12 units into 6 units, reducing 6 units (reduction rate of 50%).

Nam Dan district arranged 17 units into 5 units, reducing 12 units (reduction rate of 70.59%). Ky Son district arranged 21 units into 12 units, reducing 9 units (reduction rate of 42.86%). Hoang Mai town arranged 10 units into 3 units, reducing 7 units (reduction rate of 70%).

Vinh City reorganized 33 units into 6 units, reducing 27 units (reduction rate of 81.82%). Nghi Loc District reorganized 23 units into 7 units, reducing 16 units (reduction rate of 69.56%). Quy Hop District reorganized 21 units into 7 units, reducing 14 units (reduction rate of 66.67%).

Nghia Dan district arranged 20 units into 7 units, reducing 13 units (reduction rate of 65%). Quy Chau district arranged 12 units into 4 units, reducing 8 units (reduction rate of 66.67%). Thanh Chuong district arranged 29 units into 9 units, reducing 20 units (reduction rate of 68.97%).

Hung Nguyen district arranged 15 units into 4 units, reducing 11 units (reduction rate of 73.33%). Do Luong district arranged 32 units into 6 units, reducing 26 units (reduction rate of 81.25%). Que Phong district arranged 13 units into 5 units, reducing 8 units (reduction rate of 61.54%).

Quynh Luu district arranged 25 units into 7 units, reducing 18 units (reduction rate of 72%). Dien Chau district arranged 32 units into 8 units, reducing 24 units (reduction rate of 75%).

Director of the Department of Home Affairs Nguyen Viet Hung reported on the plan to reorganize the apparatus, arrange the staff, civil servants, public employees, workers and resolve the regime and policies when implementing the reorganization of commune-level administrative units.

At the meeting, the members of the Provincial Party Executive Committee spent a lot of time and focused their minds on giving opinions on the naming plan of the communes after the rearrangement.

Improve the efficiency of the political system at the commune level

Concluding the conference, Provincial Party Secretary Nguyen Duc Trung acknowledged and highly appreciated the drastic direction of the Provincial Party Committee and People's Committee; the efforts and determination of district-level localities in developing plans to reorganize commune-level administrative units. District-level units have implemented methodically, closely following the plan of the Provincial Steering Committee and prepared the necessary conditions for implementation, especially organizing to collect voters' opinions.

Provincial Party Secretary Nguyen Duc Trung shared the difficulties of the districts in the process of implementing the tasks, when the project completion progress is required urgently, the workload is large, sensitive, complicated, and has a wide impact on all classes of people and cadres, party members, civil servants, and public employees. There is not much time for propaganda and mobilization.

Through discussion, the Provincial Party Executive Committee agreed on the policy for the project to rearrange and reorganize commune-level administrative units in the province submitted by the Provincial Party Committee and People's Committee. The number of commune-level administrative units in the province after rearrangement is 130 units, including 11 wards and 119 communes; a reduction of 282 commune-level administrative units, a reduction rate of 68.45%.

Of the 130 commune-level administrative units after the reorganization, 9 qualified units did not reorganize, 29 units merged 2 administrative units, and 92 units merged from 3 administrative units. Of the 130 units, 126 units met the prescribed standards, and 4 units did not meet the standards but had special factors.

Regarding the naming issue, in the project, 16/20 district-level localities are planning to name their commune-level administrative units after the names of the previous district-level administrative units, with serial numbers attached. In addition, there are 4 district-level units: Thanh Chuong, Quy Chau, Ky Son, Que Phong naming their commune-level administrative units after historical, cultural, and geographical factors of the locality.

Along with that, there are two special units, Kim Lien commune, Nam Dan district and Cua Lo ward (existing Vinh city) with place names that have traditional, historical and cultural elements.

Provincial Party Secretary Nguyen Duc Trung suggested that districts, cities and towns proactively research and select appropriate naming options for commune-level administrative units in their areas, in order to create high consensus among the people, while ensuring the progress of project implementation.

Regarding the organization of the apparatus after the rearrangement, based on the guidance of the Central Government, depending on the specific situation of each commune after the rearrangement, the number of departments and officials and civil servants will be arranged in accordance with the local reality. Regarding the number of commune-level officials and civil servants, it is expected that each commune will have 60 people, with a total of 7,800 people.

The number of district-level officials, about 1,391 people, will be arranged according to the Central's guidance on organizing public service units at the commune level. The number of redundant district-level and commune-level officials, civil servants, and public employees is 3,530 people, expected to be resolved within 5 years according to the provisions of Resolution No. 76 of the National Assembly Standing Committee.

In addition, the use of non-professional workers at the commune level will end from August 1, 2025. Continue to identify hamlets, blocks, and villages as self-governing organizations of residential communities, not administrative levels.

Regarding the plan to arrange and handle headquarters and surplus public assets, the Provincial Party Secretary requested a review to arrange them in accordance with the requirements of each locality.

Emphasizing the key tasks in the coming time, to ensure the completion of the work of arranging and reorganizing commune-level administrative units in the area in accordance with the direction and guidance of the Central Government and the set plan, the Provincial Party Secretary requested that Party committees, authorities, the Fatherland Front, organizations and unions continue to promote high spirit and responsibility, focus on leadership and direction with the highest determination to complete the arrangement of commune-level administrative units and put the 2-level local government model into stable operation, without interruption, without leaving tasks vacant, without leaving areas and fields vacant, improving the operational efficiency of the commune-level political system, and serving the needs of people and businesses well.

In particular, the Provincial Party Committee is assigned to lead the Provincial People's Committee to receive comments from the Standing Committee members, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Executive Committee; regularly monitor and promptly grasp the spirit, policies, and new orientations of the Central Committee and the direction of the Provincial Party Committee Executive Committee and the Provincial Party Committee Standing Committee to continue completing the project to ensure content and time; complete the dossier to send to the Ministry of Home Affairs to submit to the Government before May 1, 2025.

Focus on leading and organizing the implementation of collecting voters' opinions to ensure the time for submitting to the Provincial People's Council meeting to approve the plan to rearrange commune-level administrative units according to plan. Synthesize and complete the dossier of the project to rearrange commune-level administrative units in the province to ensure compliance with requirements.

Coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to develop a plan to reorganize the apparatus and arrange personnel for commune-level administrative units after the reorganization to ensure compliance with Conclusion 150 of the Politburo; prioritize the arrangement of competent and responsible cadres to ensure work efficiency.

Assign the Party Committees of districts, cities and towns, based on the directive documents of the Central Committee, the Provincial Party Committee and the Project agreed and approved by the Provincial Party Executive Committee, to focus on leading and directing the collection of voters' opinions. Organize meetings of the People's Councils at district and commune levels to consider and approve the policy of arranging administrative units at commune level to be completed before April 24 and at district level to be completed by April 25.

Proactively do a good job of disseminating, propagating, mobilizing, orienting ideology and public opinion, ensuring solidarity, consensus, and high unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life.

Provincial Party Secretary Nguyen Duc Trung also emphasized a number of key tasks for the Party Committee of the Provincial Party Agencies, the Provincial Party Organization Committee, the Provincial Party Propaganda and Mass Mobilization Committee, the Provincial Fatherland Front Committee and provincial-level socio-political organizations in personnel work, concluding district-level Party activities, establishing commune-level Party committees, commune-level Party congresses, strengthening propaganda work, raising awareness of the whole society, orienting public opinion, and organizing provincial People's Council sessions.

At the conference, based on the direction and guidance of the Central Committee, the Provincial Party Executive Committee agreed to postpone the official operation of Nghe An Newspaper and Radio - Television Station until July 1, 2025, so that press agencies can focus on propagating important tasks and events of the province.

Previously, the Provincial Party Executive Committee unanimously approved the Project to merge Nghe An Newspaper and Nghe An Radio - Television Station, the post-merger name is Nghe An Newspaper and Radio - Television Station, officially put into operation from May 1, 2025.
