Party congresses at district level and equivalent to be completed before August 31, 2025

The Provincial Party Executive Committee discussed preparations for theParty Congressall levels towards the 14th National Congress of the Party.

Pursuant to Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, the Standing Committee of the Provincial Party Committee issued Plan No. 269-KH/TU on implementation; Notice No. 09-TT/TU on Party Congresses at all levels.

Accordingly, the Party cell congresses under the grassroots Party Committees will start from January 2025 and be completed before March 31, 2025; the Party member congresses or grassroots-level congresses will start from April 2025 and be completed before June 30, 2025; the Party congresses at the district level and equivalent will be completed before August 31, 2025, and the Provincial Party Congress will be completed before October 31, 2025.

For units organizing congresses at the grassroots level, in the first quarter of 2025; at the district level and equivalent, in the second quarter of 2025.

The Provincial Party Executive Committee has established 4 sub-committees to serve the 20th Provincial Party Congress, term 2025 - 2030, including: Documents, Service Organization, Propaganda and Personnel.

At the meeting, the leaders of the Provincial Party Committee's Organizing Committee reported on the implementation of related tasks on personnel planning; amending, supplementing and promulgating regulations on personnel work; mobilizing, rotating and arranging cadres to prepare for the congress and some notes on personnel preparation and the new term Party Committee structure.

At the conference, comrades in the Provincial Party Executive Committee expressed their opinions on handling a number of issues from the grassroots level in order to successfully organize the Party Congress.

Comrade Nguyen Huu Sang - Member of the Provincial Party Committee, Secretary of Anh Son District Party Committee proposed to have guidelines on border guards participating in the district Party Committee; Executive Committee, Standing Committee, Deputy Secretary of the Commune Party Committee.

Comrade Bui Thanh Bao - Member of the Provincial Party Committee, Secretary of Tan Ky District Party Committee suggested that the province should soon provide clear instructions on the personnel process of the district and commune inspection committees in a way that is more concise compared to the process at the provincial level; the Department of Planning and Investment should soon unify the system of indicators in the documents of the district and commune congresses to build unity throughout the province; require standards for personnel of vice chairmen of the People's Council and People's Committee at the district level; speed up the progress of arranging administrative units to conduct the congress.

Focusing intelligence, effort and time to successfully organize Party Congresses at all levels

Concluding this content, Provincial Party Secretary Thai Thanh Quy assessed: The preparation work for the Party Congresses at all levels in the new term of the Provincial Party Committee was carried out quite early and proactively. Regarding personnel work, the head of Nghe An Provincial Party Committee requested that it is necessary to grasp the guiding viewpoints of the Politburo and the Provincial Party Committee Standing Committee for implementation; in which, it is necessary to promote the role of the district-level Party Committee Standing Committee in selecting and orienting the structure of typical individuals for the congress to elect to the district-level inspection committee and the commune-level Party Committee Standing Committee. In mid-October 2024, the province will issue Guidelines on personnel work for Party Congresses at all levels, including personnel for the Inspection Committee.

Provincial Party Secretary Thai Thanh Quy requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to soon complete the system of congress targets for each mountainous, delta, and urban area to submit to the Provincial Party Standing Committee for comments, and proceed to issue it in October to serve the grassroots and upper-level Party Committees in building targets in the new term documents.
