The Executive Committee of the Nghe An Provincial Party Committee held its 19th Conference.
On the morning of September 30th, in Vinh City, the Executive Committee of the Nghe An Provincial Party Committee, 19th term, 2020-2025, held its 19th meeting.

Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - presided over the meeting.
Attending the working session were: Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and representatives from the Central Party Office and Party Committees, and the Central Inspection Committee in charge of Nghe An.
Party congresses at the district level and equivalent levels must be completed before August 31, 2025.

In implementing Directive No. 35-CT/TW dated June 14, 2024, of the Politburo on Party Congresses at all levels leading up to the 14th National Congress of the Party, the Standing Committee of the Provincial Party Committee issued Plan No. 269-KH/TU on implementation; and Circular No. 09-TT/TU on Party Congresses at all levels.

Accordingly, the congresses of Party branches directly under the grassroots Party committees will begin in January 2025 and be completed before March 31, 2025; the congresses of Party members or delegates at the grassroots level will begin in April 2025 and be completed before June 30, 2025; the congresses of delegates of district-level and equivalent Party committees will be completed before August 31, 2025; and the Provincial Party Congress will be completed before October 31, 2025.
For pilot congresses, the grassroots level will hold them in early Q1/2025; and the district level and equivalent will hold them in early Q2/2025.
The Provincial Party Committee has established four subcommittees to serve the 20th Provincial Party Congress, term 2025-2030, including: Documents, Organization and Services, Propaganda, and Personnel.

During the meeting, the leaders of the Provincial Party Committee's Organization Department reported on the implementation of tasks related to personnel planning; the amendment, supplementation, and promulgation of regulations on personnel work; the work of transferring, rotating, and assigning cadres in preparation for the congress; and some notes on personnel preparation and the structure of the new Party committee.
In particular, attention should be paid to the content regarding "assigning new duties or nominating candidates in other localities, agencies, or units for comrades who are secretaries of district-level Party committees and equivalents; chairmen of district-level People's Committees; secretaries of commune-level Party committees and chairmen of commune-level People's Committees who have held their positions for more than two consecutive terms (8 years or more) in one locality, agency, or unit";…
Based on Plan No. 269 and Circular No. 09 of the Provincial Party Standing Committee, the standing committees of district, city, and town Party committees, and directly affiliated Party committees have developed plans to organize Party congresses at all levels for the 2025-2030 term; issued guidelines for the congresses of Party branches directly under grassroots Party committees for the 2025-2027 term; established congress subcommittees, developed regulations and implementation plans for the congress subcommittees; directed the election of village heads, block heads, and hamlet heads before organizing the congresses of directly affiliated Party branches;…

At the conference, members of the Provincial Party Committee presented their opinions on addressing several issues at the grassroots level in order to successfully organize the Party Congress.
Comrade Nguyen Huu Sang - Member of the Provincial Party Committee, Secretary of the Anh Son District Party Committee - requested guidance on the participation of border guard officers in the district Party committee; and in the executive committee, standing committee, and deputy secretary positions of commune Party committees.
Comrade Bui Thanh Bao - Member of the Provincial Party Committee, Secretary of the Tan Ky District Party Committee - suggested that the province should soon provide clear guidance on the personnel selection process for district and commune-level inspection committees, aiming for a more streamlined process compared to the provincial level; that the Department of Planning and Investment should soon standardize the system of indicators in the district and commune-level congress documents to ensure uniformity throughout the province; that standards be set for the personnel of the Vice Chairmen of the District People's Council and People's Committee; and that the administrative unit reorganization process should be accelerated to allow for the congresses to proceed.
In addition, some opinions mentioned that the policy for redundant officials after the reorganization of commune-level administrative units in the 2019-2021 period has not yet been completed, most notably in Hung Nguyen district; and difficulties in ensuring the proportion of young officials at the commune level in the Party committees…

Leaders of the Provincial Party Committee's Organization Department and the Departments of Planning and Investment and Internal Affairs have responded to the relevant questions.

Concluding this discussion, Provincial Party Secretary Thai Thanh Quy assessed: Preparations for the Party Congresses at all levels within the provincial Party Committee for the new term have been carried out quite early and proactively. All levels have thoroughly disseminated documents from higher levels, issued their own documents, and established subcommittees earlier than planned. At the provincial level, the political report was prepared earlier than in previous terms, ensuring that the congress documents were meticulously prepared. This spirit needs to be conveyed to the grassroots and higher levels to ensure the best possible preparation for the congress.

The Secretary of the Nghe An Provincial Party Committee also agreed on the contents related to the opinions of the members of the Provincial Party Committee to organize implementation. In particular, for the four Party committees selected by the Provincial Party Standing Committee to hold pilot congresses for the 2025-2030 term – Tan Ky, Dien Chau, Vinh City, and the Provincial Police – thorough and meticulous preparation regarding content, personnel, logistics, and propaganda is necessary to ensure the successful organization of the congresses, thereby drawing lessons for the remaining Party committees.

Regarding personnel matters, the head of the Nghe An Provincial Party Committee requested a thorough understanding of the guiding principles of the Politburo and the Provincial Party Standing Committee for implementation; in particular, it is necessary to promote the role of the district-level Party Standing Committees in selecting and structuring outstanding individuals for the congress to elect into the district-level Inspection Committee and the commune-level Party Standing Committees. In mid-October 2024, the province will issue guidelines on personnel work for Party Congresses at all levels, including personnel for the Inspection Committee.
Provincial Party Secretary Thai Thanh Quy requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee in promptly completing the system of targets for the Party congresses of each bloc (mountainous, plain, and urban) to submit to the Provincial Party Standing Committee for comments, with the aim of issuing them in October to serve the grassroots and higher-level Party committees in building targets in their new term documents.

In addition, the Provincial Party Secretary also mentioned the direction for implementing other issues, including the expectation that in mid-October 2024, the Standing Committee of the National Assembly will approve and issue a Resolution on the rearrangement of administrative units in Nghe An province for the period 2023-2025;…
Before concluding this section, the head of the Nghe An Provincial Party Committee emphasized the need to thoroughly understand and grasp the content of documents from higher levels, and to assign responsibilities effectively for guidance; to truly focus intellect, time, and effort on successfully organizing Party congresses at all levels within the provincial Party organization; and to promptly report any difficulties and obstacles at the grassroots and higher levels to the Provincial Party Committee for guidance, resolution, and removal.
