The Central Executive Committee promulgates Regulations on the functions, tasks, and organizational structure of the Party Committee at the direct superior level of the grassroots Party organization in communes, wards, and special zones.

In Regulation 298/QD-TW, the Central Executive Committee has stipulated the organization, staffing and conditions to ensure the operation of the direct superior party committee of the grassroots party organization in communes, wards and special zones as follows:

- Number and structure of executive committee members, standing committee members, secretary, deputy secretary, and inspection committee members:

The number of executive committee members, standing committee members, and inspection committee members is according to the regulations and instructions of the Central Committee; the orientation of the standing committee structure is according to the regulations of the Politburo in the Directive on party congresses at all levels towards the National Congress of the Party each term.

- The grassroots Party Committee at the commune and ward level is established with 03 specialized agencies to advise and assist, including: Office, Party building committee, Party committee inspection committee. The Party Committee at the commune and ward where the district-level political center is currently located is established with 01 additional Party Committee public service unit.

The grassroots Party Committee in the special zone is allowed to establish up to 4 specialized advisory and support agencies, including: Office, Organizing Committee, Propaganda and Mass Mobilization Committee, Inspection Committee and Political Center (the Party Committee's public service unit).

- The staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level is implemented according to the regulations and instructions of the Central Committee, considered and decided by the Standing Committee of the Provincial Party Committee and the City Party Committee directly under the Central Committee within the total staffing assigned by the competent authority.

- The Party Committee at the commune level has its working headquarters located at the commune's political-administrative center, has its own seal and account, is provided with funding, and is equipped with facilities and means of operation according to regulations.

In addition, in Regulation 298/QD-TW in 2025, the Central Executive Committee also stipulates the position and functions of the direct superior party committee of the grassroots party organization in communes, wards, and special zones as follows:

The grassroots Party Committee at the commune level is the Party Committee directly under the Provincial Party Committee or the City Party Committee directly under the Central Committee (abbreviated as the provincial-level Party Committee) and is the direct superior Party Committee of the grassroots Party organization and subordinate Party cell; under the direct and regular leadership and direction of the Standing Committee of the provincial-level Party Committee.

The grassroots Party Committee at the commune level has the function of leading and directing directly and comprehensively at the commune level; leading and directing agencies and organizations within the commune-level political system and subordinate Party Committees and organizations according to the Party Charter, regulations and instructions of the Central Committee and of the provincial Party Committee.

Regulation 298/QD-TW takes effect from July 1, 2025.
