The Central Committee disciplined Mr. Tat Thanh Cang by removing him from the position of Party Central Committee member and Standing Deputy Secretary of the Ho Chi Minh City Party Committee for very serious violations.
This afternoon (December 26), after two days of urgent, serious, democratic and responsible work, the 9th Conference of the 12th Party Central Committee completed all the contents of the proposed program.
In his closing speech at the Conference, General Secretary and President Nguyen Phu Trong said that during the Conference, Central Committee members and conference attendees contributed many important opinions to the Submissions and Reports. The Politburo fully absorbed the opinions of the Central Committee and the Central Executive Committee unanimously approved the Conference Resolution.

The General Secretary and President said that the Central Executive Committee has considered disciplining Mr. Tat Thanh Cang.Member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee by dismissal from office as Member of the Party Central Committee, 12th tenure; Standing Deputy Secretary of the City Party Committee, Member of the Standing Committee of the Ho Chi Minh City Party Committee for the 2015-2020 term, for having very serious shortcomings and violations.
Thus, from the beginning of the 12th term until now, in less than 3 years, more than 60 cadres under the Central Committee's management have been disciplined, an unprecedented number, including 4 incumbent Party Central Committee members and 3 of them have been removed from the Central Executive Committee. Continuing the spirit of no "forbidden zones" and no exceptions, in 2018, many high-ranking cadres, including retired cadres, cadres in security agencies, law enforcement, general officers of the armed forces, in some cases were stripped of their titles and criminally prosecuted.
The General Secretary and President said that the disciplinary action is truly painful, but for the sake of the strictness of Party discipline, the rule of law of the State, the purity, strength and prestige of the Party and the will of the people, we must do it, and will continue to do it in the future.
“This is a profound lesson that needs to be seriously learned, not only for comrade Tat Thanh Cang, but also a common lesson for all of us. I request that each comrade Central Committee member and every cadre, party member, and civil servant regularly cultivate, practice, and regularly self-reflect and self-correct to avoid repeating the same mistakes, causing unnecessary consequences and losses to the Party, the country, and the people, leaving immeasurable pain for relatives, family, comrades, and friends. Each of us must always remember in our hearts that the interests of the nation, the people, and the Party are supreme; and honor is the most sacred and noble thing for every human being, first of all for every cadre and party member. We also guard against and resolutely reject the plots and false arguments of bad and hostile elements that distort our legitimate actions to incite and divide us internally,” said the General Secretary and President.
The General Secretary and President emphasized that the 9th Conference of the 12th Party Central Committee took place in the context of the country having many positive, comprehensive and synchronous changes since the success of the 12th Party Congress. Over the past 3 years, especially in 2018, the entire political system has actively participated, united, united, and persistently and resolutely implemented strategic tasks: Socio-economic development; ensuring national defense and security; building a clean and strong Party and political system, fighting against corruption and negativity. Foreign relations have been expanded; Vietnam's prestige and position in the international arena have been increasingly enhanced.
2019 is a very important year in successfully implementing the entire Resolution of the 12th National Party Congress and the 5-year socio-economic development plan 2016-2020, preparing for the 13th National Party Congress.
The General Secretary and President requested the Central Committee members, the Conference attendees, and the people and soldiers nationwide to join hands and promote the results and achievements of 2018, continue to effectively implement the resolutions of the Central Committee, the National Assembly, and the Government, creating a new spirit and new impetus for the successful completion of the goals and tasks of 2019 and all the tasks set out by the 12th Congress.
Previously, from December 3 to 6, 2018, in Hanoi, the Central Inspection Commission held its 32nd meeting. At this meeting, the Central Inspection Commission considered disciplining Mr. Tat Thanh Cang, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, for violations and shortcomings concluded at the 31st meeting of the Central Inspection Commission.
Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission proposes that the Politburo and the Central Executive Committee consider and take disciplinary action against Mr. Tat Thanh Cang according to their authority.

The conclusion shows that Mr. Tat Thanh Cang violated the principle of democratic centralism and working regulations, violated the authority, principles, and procedures for handling work, violated the regulations of the City Party Committee on management and use of assets at enterprises owned by the City Party Committee and legal regulations in deciding on business cooperation policies, project transfers, and land use rights transfers of enterprises under the City Party Committee, and approved the policy for the representative of the City Party Committee's capital to vote on the issuance of shares to strategic shareholders at enterprises; lacked responsibility, loosened leadership and direction, lacked inspection and supervision, and allowed the assigned field to have many violations of the law, causing great damage to the City Party Committee's budget.
In particular, during his tenure as a member of the City Party Committee, member of the City People's Committee, and Director of the Ho Chi Minh City Department of Transport, Mr. Tat Thanh Cang violated the law on land and construction investment management in signing the decision to approve the project and initialing the contract for the investment project to build 04 main roads in the Thu Thiem New Urban Area.
The Central Inspection Committee concluded that Mr. Tat Thanh Cang's violations were very serious, causing outrage in society, greatly affecting the reputation of the City Party Committee, to the point that disciplinary action must be considered./.
