Nghe An Provincial Administrative Reform Steering Committee deploys tasks for 2024
(Baonghean.vn) - On the afternoon of January 11, the Steering Committee for Administrative Reform of Nghe An province held a meeting to evaluate the results of activities in 2023 and set out key tasks for 2024.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Steering Committee chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Steering Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee and members of the Steering Committee.
CLEAR, POSITIVE CHANGE
In 2023, with the drastic and substantial leadership and direction of the Provincial Steering Committee for Administrative Reform, administrative reform work in the whole province has many positive changes, especially the leadership role of Party committees at all levels, directly the Party committee secretaries and heads of administrative reform steering committees of sectors and localities.

The direction and administration of authorities at all levels are more drastic, faster and more effective. Decentralization, delegation of authority, and assignment of tasks associated with the responsibilities of leaders are increasingly clear and complete.
The awareness, attitude and spirit of serving the people and businesses of party members, cadres, civil servants and public employees have clearly changed; they have frankly pointed out and resolutely requested to handle a number of cadres and civil servants who have been reported by public opinion to have caused difficulties and harassment.

This has a great effect in creating trust among people and businesses in the government, while also having a positive impact on changing the awareness and actions of cadres, civil servants and public employees, contributing to gradually improving the effectiveness of administrative reform work, completing the socio-economic development goals of the province in 2023.

In 4 departments, branches, and 3 district-level units assigned to pilot in 2023, administrative reform work has basically had clear and positive changes. In some units assigned to pilot, administrative reform work has been implemented drastically, with regular inspections and assessments, building new models and methods, creating positive highlights, recognized by provincial leaders, branches, levels, people and businesses.
At the meeting, members of the Provincial Steering Committee acknowledged and highly appreciated the positive changes in administrative reform work in 2023 after establishing the administrative reform steering committee headed by Party secretaries at all levels.

Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the results achieved showed the correctness of establishing the Provincial Administrative Reform Steering Committee headed by the Provincial Party Secretary. This was clearly demonstrated when the direction and management of all levels, sectors and localities were more positive, more drastic, faster, better quality and more effective.
The responsibilities of leaders at all levels and departments are clearer; the awareness, responsibility and service attitude of cadres and civil servants have changed positively and are more highly appreciated by people and businesses.

The Chairman of Nghe An Provincial People's Committee affirmed that the results of administrative reform have made a very important contribution to the task of socio-economic development, especially bright spots such as attracting investment in the past year.
Regarding the tasks in 2024, from the position and role of the Provincial Administrative Reform Steering Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that the key task is to lead State administrative reform, but it is necessary to link it with the leadership of Party administrative reform to create unity; at the same time, he proposed to add the task of leading digital transformation work.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu emphasized the need to focus on directing the implementation of transformation work in the political system, especially digital transformation in the Party, the Fatherland Front and political organizations; at the same time, promoting and improving the effectiveness of propaganda work.
At the meeting, the Steering Committee members also mentioned many issues related to digital transformation, investment in digital infrastructure, training and fostering IT human resources; increasing connectivity and data connection between levels and sectors to be able to handle administrative procedures for people and businesses more effectively.

At the same time, opinions also said that it is necessary to promote the pioneering role of leaders at all levels, sectors and localities in applying technology to solve work, thus creating an environment to promote stronger digital transformation in the system.
CHOOSE FOCUS, ACT DECISIVELY
In his concluding remarks, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Provincial Steering Committee for Administrative Reform assessed that after the establishment of the Steering Committee, it has contributed to changing awareness and creating a transformation of the entire political system towards the task of administrative reform.

Responsibility, awareness, spirit and attitude of serving people and businesses are raised, especially at agencies and units that contact, work and resolve many administrative procedures for people and businesses.
The Provincial Party Secretary also said that the model of the Party Committee Secretary as head of the steering committee and the Standing Committee members as members has created conditions for the government to direct more decisively, effectively, and quickly, and the responsibility of the leader is enhanced.

Provincial Party Secretary Thai Thanh Quy also assessed that in its activities, the Steering Committee was straightforward, clear, and decisive in pointing out "this place, that place" that was sensitive to public attention and had specific solutions.
The above measures of the Steering Committee have created a positive effect, many administrative procedures have been deeply cut, effectively serving economic and social development. Coordination between departments and branches has become smoother and more effective.

Based on pointing out some shortcomings, limitations and discussion opinions, Provincial Party Secretary Thai Thanh Quy agreed that in 2024, the Provincial Steering Committee will select 3 departments and branches to direct, namely the Southeast Economic Zone Management Board, the Department of Justice, the Department of Transport and 4 localities: Hoang Mai, Nghia Dan, Do Luong, and Hung Nguyen.
The Provincial Steering Committee takes the motto of "Choosing key tasks, taking drastic actions", in which it selects 5 key tasks: Digital transformation; administrative procedure reform; organizational reform; promoting civil service reform; inspection, supervision and propaganda.

In particular, the Provincial Party Secretary suggested that it is necessary to focus on leadership to create breakthroughs in building e-government and digital government; accordingly, it is necessary to analyze financial and human resources and develop a roadmap and specific implementation solutions.
Comrade Thai Thanh Quy also agreed to supplement the tasks of the Steering Committee in directing digital transformation and Party administrative reform.
The head of the Provincial Party Committee requested the members of the Steering Committee to continue to promote their roles, focus on directing administrative reforms at the units and localities assigned to them; continue to support the transfer, arrangement and reassignment of people in sensitive positions, positions of public concern, and report if deemed necessary.
