The Ethnic Council of the Provincial People's Council reviewed the draft resolution related to investment capital for the development of ethnic minority and mountainous areas.

The review meeting was chaired by Comrade Lo Thi Kim Ngan - Standing Member of the Provincial People's Council, Head of the Ethnic Committee of the Provincial People's Council, and attended by Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council.

This draft Resolution is built on the basis of the medium-term public investment plan for 2021-2025; on the basis of the ability to balance capital sources for 2025, investment orientation and based on legal provisions; capital plan for projects in the medium-term list approved by the Provincial People's Council, the amount of central budget capital allocated for each project...

The plan to allocate development investment capital from the central budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2025 (phase 2) is expected to be nearly 26.5 billion VND, to implement 6 projects in 3 communes: Nhon Mai (Mai Son commune, old Tuong Duong district), Chau Tien (Chau Thuan commune, old Quy Chau district), Son Lam (Ngoc Lam commune, old Thanh Chuong district).

Regarding the unallocated capital (more than 84 billion VND), the Provincial People's Committee has sent an official dispatch to the Ministry of Ethnic Minorities and Religions to request permission to adjust the capital plan to invest in building essential infrastructure, to overcome the damage caused by storms to ethnic minority and mountainous areas in Nghe An province. After receiving comments from the Ministry of Ethnic Minorities and Religions, based on current procedures and regulations, the Provincial People's Committee will complete the allocation plan and report to the Provincial People's Council.

During the review session, some opinions also said that the development of capital allocation plans at this time was slow; these projects were basically planned before the merger so they needed to be adjusted. Some opinions also suggested that the resolution drafting agency should adjust some contents to suit the change of commune-level administrative boundaries after implementing two-level local government...

Concluding the Review, Comrade Lo Thi Kim Ngan - Head of the Ethnic Affairs Committee of the Provincial People's Council also requested the resolution-making agency to review the data in accordance with the provisions of the law. In addition, relevant agencies and units should resolutely implement solutions to speed up progress, complete investment procedures, allocate and disburse capital for projects. Implement allocation and assign detailed capital investment plans for projects in 2025 to ensure compliance with the time limit prescribed by the Law on Public Investment.

When there is capital, it is necessary to implement projects on schedule, not to let outstanding debts arise in basic construction...

After this review session, the Ethnic Council of the Provincial People's Council will have a report to send to the Standing Committee of the Provincial People's Council to submit to the 33rd session of the 18th Provincial People's Council (special session, scheduled to take place on the afternoon of November 3, 2025).
