Provincial Ethnic Committee: Linking the unit's role and responsibilities with the development of ethnic minorities

During the past term, as an advisory body on ethnic affairs, the Provincial Ethnic Committee has made many important contributions to the effective implementation of policies related to ethnic minority areas. In that common success, the role of the Provincial Ethnic Committee Party Committee is also extremely important in guiding, implementing and promoting the exemplary role of Party members.

This is also the basis for all levels, sectors and localities to effectively promote the potential and advantages of land and climate to accelerate the restructuring of the agricultural sector, gradually shifting from small-scale production to concentrated commodity production according to the value-added chain and sustainable development.

In addition, the Provincial Ethnic Committee has led the implementation of a number of pilot economic models such as: Commercial cattle breeding for ethnic minority households settling in the Western Nghe An region in the period of 2015 - 2020; Planting Cat Apple (Son Tra) trees in Mong ethnic areas; Planting red Litsea and Australian Melaleuca trees to extract essential oils...

From these models, many good and creative ways of building effective production models have emerged, contributing to improving the material and spiritual life of rural people; farm economy and collective economy have received attention and direction for development. In many localities, many new-style cooperatives linked with enterprises and farmers in the production value chain have come into operation, bringing practical benefits to farmers.

In addition, the work of migration and resettlement out of areas at risk of flash floods and landslides; migration in border areas; settlement work; and stabilization of spontaneous migrants have been carried out with attention and achieved many positive results. The arrangement of residents has also contributed to limiting deforestation and exploitation of upstream forests, limiting soil erosion and negative impacts on the ecological environment and climate change, limiting damage caused by natural disasters, ending the situation of migration and cultivation; and limiting spontaneous migration across the border. Concentrated residential areas have been formed along border traffic routes, contributing to consolidating and building a strong national defense posture, maintaining border security and sovereignty.
Thanks to the synchronous implementation of mechanisms, policies, tasks and solutions on poverty reduction for ethnic minority and mountainous areas, the Ethnic Committee has continuously found positive solutions to help people reduce poverty. Currently, the infrastructure of poor and disadvantaged districts and communes has been significantly improved, traffic works, irrigation, domestic water, schools have promoted good investment efficiency, promoted production development, stabilized people's lives, improved people's lives and awareness.

In recent years, the poverty rate of 11 mountainous districts has decreased significantly from 36.19% (in 2010) to 11.12% (in 2019). The new rural construction movement has also had changes when by the end of 2019, in the ethnic minority areas of the province, 77/203 communes, equal to 37.9%, met the new rural standards, of which 04 disadvantaged communes in district 30a met the new rural standards; 97 villages and hamlets met the new rural standards and 01 district-level unit completed the task of building new rural areas; 100% of communes have national grid electricity to the commune center. The grassroots political system is increasingly consolidated; national defense and security are also consolidated and maintained, creating favorable conditions for socio-economic development and stabilizing the lives of ethnic minorities.

Currently, 100% of the staff and civil servants of the Provincial Ethnic Committee effectively use the VNPT-Ioffice software and official mailbox in managing and exchanging work. The electronic information portal of the Provincial Ethnic Committee is operated and maintained regularly, becoming the official information page that promptly updates the activities, management documents and new policies of the Party, the State, the Ethnic Committee, the province and the industry.
At the same time, continue to implement the democratic regulations in the agency well, focus on Party building work, political theory training work. In particular, implementing Directive 05-CT/TW, many meaningful tasks have been deployed... From 2015 to 2019, the Provincial Ethnic Minorities Committee Party Committee continuously ranked "Completing tasks well", the Provincial Ethnic Minorities Committee during its term had 4/5 years ranked by the Provincial People's Committee as "Completing tasks well", 01 year of excellent task completion and many individuals and collectives were commended at all levels.
In addition to the achieved results, the Provincial Ethnic Minorities Committee Party Committee still has limitations and shortcomings leading to the implementation of professional tasks of some project programs being behind schedule. The quality of advice of a number of cadres, party members and specialists is still weak, not meeting the requirements, not fully promoting their responsibilities...

From this reality, in the coming term, the Party Committee of the Ethnic Minorities Committee sets out its goals and directions, which are to continue to improve the leadership capacity and fighting strength of the Party Committee; improve the quality of Party members. Create a strong change in the political capacity, qualities, ethics, lifestyle, sense of responsibility and working capacity of the staff and Party members. Lead the agency to excellently complete political tasks. Improve the quality of consulting, directing, and organizing the implementation of tasks assigned by superiors. Build a strong and clean Party Committee throughout the term, contributing to maintaining security, politics, and socio-economic development in the province.

From the beginning of the next term, the Ethnic Minority Sector will be assigned as the standing agency to implement the "National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 Period". Therefore, at this Congress, many solutions will also be proposed to complete the assigned goals and tasks.

In particular, the Party Committee of the Provincial Ethnic Minorities Committee for the 2020 - 2025 term determined the breakthrough of the Party Committee as: Thoroughly grasping, directing, and effectively organizing the implementation of Plan No. 222-KH/TU dated December 20, 2019 on implementing Conclusion 65 - KL/TW dated October 30, 2019 of the Politburo on continuing to implement Resolution 24-NQ/TW of the 9th Party Central Committee on Ethnic Minorities work in the new situation; Resolution No. 12/NQ - CP dated February 15, 2020 of the Government on implementing Resolution 88/2019/QH14 dated November 18, 2019 of the National Assembly on approving the Master Plan on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030.
