According to the report of the National Traffic Safety Committee, in the first 9 months of the year, the situationtraffic order and safetyTraffic accidents nationwide are basically guaranteed. Traffic accidents are controlled and reduced in number of cases and deaths compared to the same period in 2022, of which, the number of cases decreased by 90 and the number of deaths decreased by 60. In particular, the number of traffic accidents caused by drivers violating alcohol concentration regulations during peak periods decreased sharply compared to previous years. In Nghe An, in the past 9 months, there were 127 accidents, killing 85 people and injuring 90 people. Compared to the first 9 months of 2022, the number of accidents decreased by 17 cases, 11 deaths and 9 injuries. To limit traffic accidents, from the beginning of the year, the Provincial Traffic Safety Committee has also proactively advised the Provincial People's Committee to focus on directing the rectification of state management in all areas related to ensuring traffic order and safety. Strengthen propaganda, education and strict handling of violations of traffic laws.
The conference also focused on clarifying the shortcomings and limitations in ensuring traffic order and safety in the first 9 months of the year. In particular, there are still some localities where particularly serious accidents have occurred, killing and injuring many people. Violations of road and railway traffic safety corridors and vehicle loads have not been handled promptly, traffic congestion tends to increase in large cities... causing the goal of reducing traffic accidents by 5% to 10% to not be achieved as expected.
Regarding the key directions and tasks for the fourth quarter of 2023, the National Traffic Safety Committee recommends that ministries, branches and localities nationwide continue to effectively implement the Party's directives, the Government's Resolution and the Traffic Safety Year 2023 plan. Focus on promoting the dissemination of traffic laws. Strengthen patrols, control and handling of violations, especially violations of alcohol concentration, speeding and overloading. Well manage traffic infrastructure, driver training and testing; inspect vehicles, especially transportation activities during the upcoming New Year and Lunar New Year...
At the conference, representatives of many localities also proposed many solutions to reduce traffic accidents. Many opinions said that it is necessary to raise awareness and perception among the general public; promote the participation of political and social organizations in propaganda, education, and dissemination of traffic laws; focus on handling black spots of road and railway traffic accidents as well as upgrading the traffic infrastructure system, avoiding the emergence of new black spots that cause insecurity...
Concluding the conference, Minister of Transport Nguyen Van Thang also agreed with the opinions and solutions raised by representatives of ministries, sectors and localities. At the same time, he emphasized that in the coming time, localities and relevant functional sectors need to strengthen propaganda work. Strictly implement the directions of the Party and the Government to minimize traffic accidents. Continue to strengthen patrols, control and handle violations of traffic order and safety, prioritize inspection and handling of violations of regulations on alcohol and drug concentrations when driving; transporting goods exceeding the prescribed weight of vehicles and bridges; resolutely handle the responsibility of those who hand over motorbikes and cars to children who are underage...
