Promulgating the Charter of the University

The university charter has just been issued by the Prime Minister. This charter stipulates the tasks and powers; organization and management of the university; training activities, scientific and technological activities, international cooperation activities; lecturers and students; finance and assets; relations between the university, family and society; and the implementation of the university charter.

This regulation applies to universities and academies offering undergraduate, master's, and doctoral degrees (universities) of both public and private types within the national education system.

Member universities of the national university system apply this Charter and the regulations on the organization and operation of the national university and its member higher education institutions issued by the Prime Minister.

Member universities of the regional university apply this Charter and the regulations on the organization and operation of the regional university and its member higher education institutions issued by the Minister of Education and Training.

Foreign-invested universities shall comply with the regulations on university operations and student rights as stipulated in this Charter; other matters shall be governed by the laws on investment cooperation and foreign investment in higher education, with the exception of standards for lecturers, leaders, and administrators, which shall not be lower than the corresponding standards stipulated in this Charter.

Organizational structure of the university

The university's organizational structure is as prescribed in Article 14 ofLaw on Higher EducationThe establishment and dissolution of units within the university; the organizational structure, tasks, and powers of each unit shall be carried out in accordance with the law, this Charter, and shall be specified in the regulations on the organization and operation of the university.

Foreign-invested universities have autonomy in their organizational structure; they are responsible for publicly disclosing and reporting on their organizational structure and representatives to the Ministry of Education and Training and the People's Committee of the province where the university is headquartered.

The responsibilities and powers of a university.

Universities perform their duties and exercise their powers as stipulated in Article 28 of the Law on Higher Education.

The autonomy of universities is exercised in accordance with Article 32 of the Law on Higher Education and a number of specific regulations such as: deciding on the objectives, strategies, and development plans of the university; deciding on the establishment of the organizational structure, development of the faculty and management staff based on the university's development strategy and plan; financial revenue and expenditure, investment in developing conditions to ensure the quality of training according to the law; deciding on tuition fees corresponding to the conditions to ensure the quality of training for high-quality training programs and regulations on financial autonomy for universities; student recruitment and development of training programs;...

The social responsibility of a university is demonstrated through the following activities: Reporting, disclosing, and accounting to state management agencies and stakeholders about the university's activities in accordance with the law; committing to state management agencies and being responsible for all activities to achieve those commitments; and preventing any individual or organization from exploiting the university's name and facilities to conduct activities contrary to the law and this Charter.
