Promulgating the Operating Regulations of the Steering Committee for National Target Programs of Nghe An province

The Chairman of Nghe An Provincial People's Committee has just issued the Operating Regulations of the Steering Committee of thenational target programNghe An province, period 2021-2025.

This Regulation stipulates the working principles, tasks, powers, working regime and working coordination relationship of the Steering Committee for National Target Programs of Nghe An province for the period 2021-2025 established under Decision No. 5201/QD-UBND dated December 31, 2021 of the Provincial People's Committee (hereinafter referred to as the Provincial Steering Committee).

This Regulation applies to the Provincial Steering Committee, members of the Provincial Steering Committee, Working Groups, Supporting Agencies and Standing Agencies of the Provincial Steering Committee.

The working principles of the Provincial Steering Committee are stipulated as follows:

1. The Provincial Steering Committee is under the direct leadership and direction of the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee in managing, operating and organizing the implementation of national target programs.

2. The Provincial Steering Committee operates according to the principle of democratic centralism, promoting the personal responsibility of the leader; collective discussion, the Head of the Provincial Steering Committee concludes and directs implementation.

3. Members of the Provincial Steering Committee work part-time, use the agency's apparatus to operate, are responsible for participating in and fully implementing the activities of the Provincial Steering Committee and promptly report and are responsible to the Head of the Provincial Steering Committee for the assigned tasks as prescribed in this Regulation.

Regarding the working regime of the Provincial Steering Committee:

1. The Provincial Steering Committee operates through regular meetings every 6 months, annually or ad hoc according to the decision of the Head of the Provincial Steering Committee or through obtaining written opinions from members of the Provincial Steering Committee.

2. Meetings of the Provincial Steering Committee are convened by the Head of the Provincial Steering Committee. In case a meeting cannot be held, the Steering Committee members may be notified and their opinions may be sought in writing.

3. Depending on the requirements and content of the meeting, the Head of the Steering Committee may convene a meeting with appropriate members or invite additional delegates who are not members of the Provincial Steering Committee.

The Regulation also stipulates the duties and powers; working regime and working relations of the Provincial Steering Committee.

Accordingly,cMembers of the Provincial Steering Committee participate in general activities of the Provincial Steering Committee and perform tasks assigned by the Head of the Provincial Steering Committee.

Members of the Provincial Steering Committee are responsible for closely coordinating in monitoring and directing the implementation of national target programs.

Members of the Provincial Steering Committee are responsible for guiding, monitoring and supervising the implementation of contents, tasks and plans for implementing component projects and component contents of national target programs according to their assigned functions and tasks; promptly reporting to the Standing Committee of the Provincial Steering Committee on results, progress, problems and difficulties in the implementation of national target programs.

The Working Group coordinates with the standing agency of the Provincial Steering Committee and coordinates with other Working Groups under the Provincial Steering Committee in organizing and implementing tasks assigned by the Provincial Steering Committee.

Agencies assisting the Provincial Steering Committee and the Working Group promptly advise the Provincial Steering Committee and the Working Group Leader on the management, coordination, and implementation of the national target program.

Directors of departments; Heads of departments, branches, units; Chairmen of People's Committees of districts, cities, and towns proactively coordinate and create conditions for the Provincial Steering Committee to effectively implement activities related to national target programs.

In the period of 2021 - 2025, the Government proposed 3 national target programs including:

(1) National target program on socio-economic development in ethnic minority and mountainous areas for the 2021 - 2030 period.

(2) National target program on new rural construction for the period 2021 - 2025.

(3) National target program on poverty reduction and sustainable social security for the 2021 - 2025 period.
