Promulgating the Regulations on National High School Exam 2018
The Ministry of Education and Training has just issued Circular 04/2018/TT-BGDDT amending and supplementing a number of articles of the Regulations on national high school exams and recognition of high school graduation issued together with Circular No. 04/2017/TT-BGDDT dated January 25, 2017.

Accordingly, there are some changes in regulations that will be applied from this year's exam.
Regarding the grading of essay tests, the test is graded according to the grading instructions, answers, and grading scale of the Ministry of Education and Training. The test is graded on a 10-point scale; the odd points of the total score of the test are rounded to 2 decimal places.
Candidates who are eligible to take the exam, have not been disciplined to have their exam results canceled, all exams and component subjects of the combined exam for graduation recognition score above 1.0 on a 10-point scale and have a graduation score of 5.0 points or higher are recognized as high school graduates.
For independent candidates, when taking the exam, they must also have: A certificate from the high school where the candidate studied in grade 12 or where the candidate registered to take the exam regarding academic performance classification for students with poor academic performance; Junior High School or Intermediate School Diploma (certified copy of the original, copy issued from the original book or copy with the original for comparison); Certificate of reserved scores (if any) confirmed by the principal of the high school where the candidate took the exam the previous year.
As for candidates who have graduated from secondary school but do not have a high school transcript or a high school continuing education transcript, when registering for the exam to get admission results to universities, colleges, and secondary schools with teacher training majors, they must study and be recognized as having completed high school cultural subjects according to regulations.
Cancellation of exam results and preparation of records to send to competent authorities for consideration and handling according to law provisions shall be applied to candidates who commit one of the following violations: Forging records to enjoy preferential or incentive regimes; using illegal diplomas or certificates; allowing others to take the exam or take the test in their place in any form; causing disturbance or sabotaging the exam; assaulting officials or other candidates; using illegal exam result certificates.
The Circular also stipulates the establishment of delegations of officials and lecturers to participate in coordinating the organization of exams at examination councils in localities as mobilized by the Ministry of Education and Training. The expenses for officials and lecturers of universities, academies, colleges and universities mobilized by the Ministry of Education and Training to participate in organizing exams in localities shall be paid by localities according to current regulations.
