Issuing Regulations on responding to people on the Government website
Prime Minister Nguyen Xuan Phuc has just signed a decision promulgating the Regulations on receiving, processing and responding to feedback and recommendations from people and businesses on the Government's electronic information portal at nguoidan.chinhphu.vn.

Accordingly, this Regulation regulates the reception, processing and response to people's and businesses' feedback and recommendations on problems and difficulties in implementing mechanisms, policies and administrative procedures related to production and business activities and people's lives through the Information System for receiving and responding to people's and businesses' feedback and recommendations on the Government's electronic information portal (Information System).
This regulation does not regulate the reception of complaints and denunciations and legal guidance and answers.
The subjects of application of this Regulation are Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally-run cities participating in exploiting and using the information system to receive, process and respond to feedback and recommendations from people and businesses; people and businesses have feedback and recommendations.
The contents of reflection and recommendations include: acts of delay, causing trouble or not implementing, or not implementing correctly regulations by cadres, civil servants and public employees in handling administrative procedures; administrative mechanisms, policies and procedures that are not suitable to reality, not synchronous, not unified, illegal, contrary to international treaties that Vietnam has signed or joined; solutions and initiatives to issue new regulations on mechanisms, policies and administrative procedures related to production and business activities and people's lives.
People can reflect and make recommendations by accessing the address http://nguoidan.chinhphu.vn; businesses can access the address http://doanhnghiep.chinhphu.vn.
The contents and recommendations of citizens, businesses and responses of competent state agencies on the Information System are as valid as paper documents. The activities and contents of receiving, coordinating and handling feedback and recommendations of receiving agencies and processing agencies on the Information System are as valid as paper documents.
The time limit for processing and responding to feedback and recommendations is 20 days from the date of receiving the information. In case this deadline has passed and the processing has not been completed, every 7 days, ministries, branches and localities will update the processing status on the Information System.
For feedback and recommendations that have been processed, within 2 working days, ministries, branches and localities will update the results into the Information System.
Citizens and businesses whose feedback and recommendations bring about practical results will be rewarded. Officials, civil servants, public employees, and heads of state administrative agencies who are assigned to receive, process, and respond but violate or fail to fully fulfill their responsibilities will be handled according to the provisions of the law.
