Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Department of Home Affairs to soon advise on the issuance of criteria to assign responsibility to the leadership team, civil servants and public employees in implementing Project 06 in the work of emulation, rewards, and annual evaluation and classification to serve as a basis for appointment, transfer and rotation.

On the afternoon of October 24, the Provincial People's Committee held a conference to review and evaluate a number of tasks that are behind schedule, have limitations, and deploy key contents of the Government's Project 06 in the coming time.

Many tasks and models are not completed yet.

Reporting on the results of 10 months of implementing Project 06 in the province, the Provincial Police said that in January 2024, the Provincial People's Committee issued Plan No. 87 to implement Project 06 according to the principle"clear people, clear work, clear time", fully perform the tasks and follow the roadmap set out in Project 06.

To date, people have been exempted from fees and charges when performing online public services for 41 administrative procedures. 177 administrative procedures requiring the presentation of papers and documents confirming residence and using information on residence have been abolished or replaced.

Nghe An province ranked 38th out of 63 provinces and cities, up 5 places compared to 2023 in terms of administrative procedure settlement and online public service provision. Many utilities from population data, citizen identification, and electronic identification have been provided, and people and society have benefited better and better.

The provincial police have proactively coordinated with relevant units to clean specialized data and update it into the National Population Database System, with 1,749,434 data. The ecosystem serves to connect, exploit, supplement and enrich population data.

100% of schools have implemented cashless tuition collection; 98.47% of people receiving social insurance and unemployment benefits through personal accounts in urban areas; 82.76% of people receiving monthly pensions and social insurance benefits have received payments through accounts.

100% of medical examination and treatment facilities have used ID cards to replace health insurance in medical examination and treatment. The whole province has completed 16/38 models; the remaining 21/38 are being implemented and 1 model has not been implemented.

In addition to the achieved results, some units and localities still have tasks that are behind schedule according to the implementation roadmap of Project 06 of the Government, as well as the direction of the Provincial People's Committee.

Many rates did not meet the set targets, such as: handling administrative procedures; providing online public services; paying for medical examination and treatment costs through non-cash payment methods; supplementing and granting new accounts to those in need; making non-cash payments to those who already have accounts and wish to pay via accounts.

In addition, many tasks have not been completed, including: the rate of digitization of civil status data and land data; emulation and reward content; 5 pilot models of Project 06. In particular, the task of putting the Provincial Smart City Operation Center into official operation in 2024 cannot be completed in 2024.

At the conference, leaders of sectors and units reported and clarified the reasons for the slow progress in completing a number of assigned tasks and contents; at the same time, raised difficulties and obstacles and proposed and recommended many contents.

Research on equipment support mechanism for people

Concluding the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized that Project 06 is an important project for modern State management, bringing many immediate and long-term benefits.

Pointing out the difficulties in implementing Project 06, based on reality, the Standing Vice Chairman of the Provincial People's Committee proposed to strengthen propaganda work on each topic in agencies, units and localities, focusing on contents that have not achieved high results.

On the other hand, research mechanisms and policies to support people in accessing equipment associated with the project to support the poor; research and issue regulations on not using cash at shopping centers and traditional markets; coordinate with banks to create favorable conditions for people in opening and using personal accounts.

To enhance the responsibility of the team of cadres and civil servants, comrade Le Hong Vinh suggested that the Department of Home Affairs soon advise on the issuance of criteria to assign responsibility to the team of leaders, cadres, civil servants and public employees in implementing Project 06 in the work of emulation, rewards, and annual evaluation and classification, as a basis for appointment, transfer and rotation of collectives and individuals.

In principle"clear people, clear work, clear time", Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh discussed and assigned specific tasks and completion time to sectors and units for tasks and models that have not been completed yet according to Plan No. 87 of the Provincial People's Committee and the roadmap of Project 06.

Comrade Le Hong Vinh requested the Provincial Police to coordinate with the Department of Health to accurately identify medical examination and treatment facilities in the province, thereby determining the implementation roadmap to achieve the goal. The sectors actively guide and mobilize people to open bank accounts, moving towards achieving the goal of cashless payments for social security beneficiaries.

The Office of the Provincial People's Committee presides over urging, guiding, and removing bottlenecks of units and localities; advising the Provincial People's Committee on solutions to ensure the achievement of the goals of the set tasks.

Regarding the task of digitizing and cleaning up civil status and land data, the Department of Justice and the Department of Natural Resources and Environment urgently direct and urge relevant units to promptly arrange funding, ensure technical infrastructure and equipment to deploy digitization and clean up remaining data.

The Standing Vice Chairman of the Provincial People's Committee also requested the Department of Justice to urgently clean up and update 44,487 criminal record codes completely and accurately; strive to receive 80% of criminal record certificate applications made on the VNeID application from April 2025.

The provincial police directed professional units to continue focusing on improving the rate of cleaning criminal records and deleting criminal records to serve the connection, ensuring that 100% of search requests must have "correct, sufficient, and clean" information.

In addition, the Department of Health will strengthen training and strictly implement the decisions of the Ministry of Health; strive for 100% of people's medical examination and treatment insurance records to be uploaded to the Social Insurance appraisal system and integrated into the VNeID application before May 2025.

The Department of Health coordinates with the Tax Department to review and inspect medical examination and treatment facilities in the province, ensuring strict management and avoiding tax losses. Mobilize and encourage medical examination and treatment facilities that have not signed contracts with the Social Insurance to ensure data synchronization and form a complete Health Book for the people.
