The Economic - Budget Committee of the Provincial People's Council reviewed a number of contents in preparation for the 13th session.

At the meeting, delegates discussed the Resolution approving the Planning of Nghe An province for the period 2021-2030, with a vision to 2050, agreed with the process of implementing the provincial planning, and assessed that the issuance of the Resolution of the Provincial People's Council was necessary and in accordance with legal regulations.

By 2050, Nghe An will be a province with rapid, sustainable, comprehensive, civilized, modern development and imbued with Nghe An's cultural identity; balanced and harmonious development between regions and in all fields; an important driving force for development in the North Central region. The material and spiritual life of the people will reach a high level; cultural, historical and traditional values, forest, sea and island ecosystems will be preserved and promoted.

The Resolution proposes key tasks to create development breakthroughs, including: 2 growth driver areas; 3 strategic breakthroughs; 4 economic corridors; 5 pillar areas, and 6 urban centers.

Delegates raised some concerns about the planning orientation such as: too many golf courses, more attention to building smart cities, high-speed railways. Opinions said that this is a long-term development orientation, so the planning needs to be updated regularly and adjusted accordingly.

The representative of the Department of Transport shared more, with a vision to 2050, when the urban area develops strongly and the demand for travel increases, there will be an urban railway connecting Vinh - Cua Lo. This has been outlined in the planning of Vinh - Cua Lo Boulevard (also known as the 72m road). Accordingly, in addition to the main road axis, the core of the road will have a tram line running in the green strip between the roads, quickly connecting Vinh - Cua Lo, arranging stations in the center of the areas to connect the entire route, in the future developing to the West to connect with the national high-speed railway station. This is considered one of the unique ideas to create a breakthrough in infrastructure.

Regarding the submissions on the Resolution approving the investment policy and adjusting the investment policy of projects (Do Luong 1 High School, Do Luong District); Resolution approving the Project proposing to recognize Do Luong urban area, Do Luong District, Nghe An Province as meeting the criteria of a type IV urban area, the delegates agreed on the clear procedures and legal basis, consistent with the local development planning. Therefore, this content is eligible to be submitted to the upcoming 13th session of the Provincial People's Council.

In addition, the meeting agreed to submit to the Provincial People's Council a Resolution on the policy of converting forest use to other purposes to implement works and projects in Nghe An province; a Resolution on handling the remaining unallocated and undisbursed capital from the provincial budget allocated in 2022.
