Selling drugs to people under 16 years old, local boy receives bitter end
(Baonghean.vn) - After receiving a text message from Xeo Van Quang (under 16 years old) asking to buy drugs, Quang Van Kham agreed to sell 15 synthetic drug pills for 1,500,000 VND.
On June 15, 2021, the People's Court of Ky Son district held a trial for the case of "illegal drug trafficking" under the provisions of Clause 2, Article 251 of the Penal Code against defendant Quang Van Kham (born in 1996), residing in Khe Tang village, Chieu Luu commune, Ky Son district, Nghe An province.
According to the case content: At about 7:00 p.m. on December 30, 2020, Xeo Van Quang (born in 2006), residing in Khe Tang village, Chieu Luu commune, Ky Son district, Nghe An province texted Quang Van Kham to ask to buy synthetic drugs, and Kham agreed.

After that, Kham went up the hill in Khe Tang village, Chieu Luu commune, Ky Son district to meet and buy 15 synthetic drugs for 750,000 VND from an unknown man named Hai. After buying the drugs, Kham called Quang to come and sell the drugs for 1,500,000 VND. While the two were trading drugs, they were discovered and arrested by the Ky Son district police task force. The amount of evidence seized from the subjects weighed 1.45 grams.
The investigation determined that at the time of arrest, Xeo Van Quang was under 16 years old, so the Investigation Agency handed him over to his family for management and education. As for Quang Van Kham, selling drugs to people under 16 years old falls under the penalty framework stipulated in Clause 2, Article 251 of the Penal Code.
It is known that Quang Van Kham has 2 previous convictions for "gambling" that have not been released.expungement.
At the trial, defendant Quang Van Kham admitted his crime and asked the panel of judges to consider reducing his sentence. Based on the nature and severity of his crime, the panel sentenced Quang Van Kham to 8 years in prison.
