Timely advice and recommendations

In its advisory work, the Provincial Party Committee's Internal Affairs Board proactively researched and proposed the development of programs and plans for the Provincial Party Committee's Standing Committee and the Provincial Party Committee's Standing Committee to lead and direct internal affairs, anti-corruption and judicial reform tasks. In the past year, the Provincial Party Committee's Standing Committee's Advisory Board issued a 5-year review plan for the implementation of Directive No. 33-CT/TW, dated January 3, 2014 of the Politburo on strengthening the Party's leadership in the declaration and control of asset declaration and Directive No. 35-CT/TW, dated May 26, 2014 of the Politburo on strengthening the Party's leadership in the work of receiving citizens and handling complaints and denunciations; Advise on the plan, inspection outline and decide to establish Inspection Team No. 8 according to Plan 179-KH/TU dated February 14, 2019 of the Provincial Party Standing Committee on inspection, review and assessment of the implementation of programs and projects to implement the Resolution of the 18th Provincial Party Congress.

Along with that, the Committee also advised on the report evaluating the results of 5 years of implementing Directive 23-CT/TU, dated September 9, 2014 of the Provincial Party Committee Standing Committee on "Strengthening the leadership and direction of the Party in the work of receiving citizens and handling complaints and denunciations"; advised the Provincial Party Committee Standing Committee to develop a Report on the results of implementing Directive No. 27-CT/TW dated January 10, 2019 of the Politburo on strengthening the leadership of the Party in the work of protecting whistleblowers, whistleblowers, and those fighting against corruption and waste; advised the Provincial Party Committee Standing Committee to report on the summary of 10 years of implementing Directive 33 of the Secretariat on "strengthening the leadership of the Party in the organization and operation of lawyers" and the Summary Report of Resolution 49-NQ/TW of the Politburo on the Judicial Reform Strategy to 2020; Proactively propose and regularly report to the Provincial Party Standing Committee, the Provincial Party Standing Committee directs 6 cases and incidents under monitoring in the field of corruption prevention and control and 4 cases of interest to the press and public opinion.

In the work of receiving citizens, handling and resolving petitions, the Provincial Party Committee's Internal Affairs Committee advised the Provincial Party Committee's Standing Committee to issue Plan No. 184-KH/TU, dated April 1, 2019 on the implementation of Regulation No. 11-QDi/TW. Organize research delegations to learn from experiences in a number of neighboring provinces on the work of receiving citizens and resolving citizens' petitions. Take the lead in coordinating and advising the Provincial Party Committee Secretary to synthesize, grasp the situation and organize monthly citizen receptions according to regulations on the 5th of each month at the Provincial Citizen Reception Office.

In 2019, the Internal Affairs Committee received 1,625 petitions, letters, recommendations, reflections, complaints and denunciations from citizens; advised the Provincial Party Secretary to receive 130 citizens with 121 cases, recommendations, reflections, complaints and denunciations from citizens (of which 65/115 cases were directed and resolved by competent authorities; 50/115 cases are in the process of being directed and resolved by competent authorities).
Regarding guidance, inspection and supervision, in 2019, the Provincial Party Committee's Internal Affairs Committee coordinated with the Provincial Party Committee's Inspection Committee to advise, develop and organize the implementation of the 2019 inspection and supervision program of the Provincial Party Committee Standing Committee on internal affairs, anti-corruption and judicial reform. Completed the Inspection Plan of the Provincial Party Committee Standing Committee on reviewing inspections and recommending State audits at the Provincial People's Committee, Quynh Luu, Dien Chau, Nam Dan districts and Hoang Mai Town.

Strengthen inspection work

At the same time, preside over the organization of inspection delegations on the leadership, direction and implementation of Directive 13, Resolution 03 dated April 29, 2016 of the Provincial Party Committee Standing Committee on "Strengthening drug prevention and control in Nghe An province in the period of 2016-2020" in Hung Nguyen, Ky Son and Nam Dan districts; inspect the implementation of Directive No. 22-CT/TU dated September 9, 2014 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership and direction on corruption prevention and control in Que Phong district; inspect the leadership and direction of Party committees at all levels on judicial reform in Tan Ky and Con Cuong districts.
The sector also consulted on the plan and report of Inspection Team No. 8 according to Plan No. 179-KH/TU dated February 14, 2019 of the Provincial Party Standing Committee on inspection, review, and assessment of the implementation of programs and projects to implement the Resolution of the 18th Provincial Party Congress. Coordinated with agencies in the Internal Affairs sector to monitor, inspect, supervise, and urge the progress of resolving 17 cases and cases.
Also in 2019, the Provincial Party Committee's Internal Affairs Committee participated in appraising and examining projects and documents on internal affairs, anti-corruption and judicial reform such as the Draft Notice on Party Congresses at all levels towards the 13th National Congress of the Party; Draft Plan to perfect, arrange, assign and resolve policies for cadres, civil servants, and non-professional workers at the commune level after merging administrative units in Nghe An province; Draft Guidelines on personnel work at Party Congresses at all levels at the grassroots and grassroots levels for the 2020-2025 term...

Promoting the achieved results, in 2020, the Provincial Party Committee's Internal Affairs Committee focused on implementing 10 key tasks, building a strong unit in terms of organization, good in expertise and profession to meet the requirements in advising and proposing to the Provincial Party Committee's Standing Committee on internal affairs, anti-corruption and judicial reform.
