Project Management Board 4 announces recruitment of civil servants in 2024 (first time)
(Baonghean.vn) - Pursuant to Decision No. 926/QD-BQLDA4 dated May 7, 2024 of Project Management Board 4 on promulgating a detailed plan on organizing the 2024 civil servant recruitment examination of Project Management Board 4 (first time), Project Management Board 4 announces as follows:
1. Conditions for registration:
a) People who meet the following conditions, regardless of ethnicity, gender, social status, beliefs, or religion, can register to apply for the position of civil servant of Project Management Board 4:
- Have Vietnamese nationality and reside in Vietnam;
- 18 years of age or older;
- Have application form;
- Have clear background;
- Have diplomas, training certificates, and practice certificates appropriate to the job position;
- Healthy enough to perform the duties;
- Other conditions as required by the position applied for.
In particular, for cases where civil servants were previously disciplined and forced to resign: After 12 months from the effective date of the disciplinary decision to resign, civil servants who were disciplined and forced to resign are entitled to register for recruitment. In cases where they were disciplined and forced to resign due to corruption, embezzlement or violation of public ethics, they are not allowed to register for recruitment for a job position related to the duties they have undertaken.
b) The following people are not allowed to register for the recruitment of Project Management Board 4 officials:
- Loss of civil capacity or limited civil capacity;
- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court without having had the criminal record cleared; being subject to administrative measures of being sent to a compulsory drug rehabilitation facility or compulsory education facility.
2. Job targets and positions:
a) Number of employees needed: 01 position.

3. Application documents:
3.1. Application form (according to the form in Appendix 03 attached);
- Applicants must fill in all information according to the form, must not leave any information blank and must be legally responsible for the declared content.
- Attached to the Application Form is a photocopy (of university diploma, transcript; no notarization or certification required).
- Applicants must compare their qualifications and certificates with the requirements and conditions of the job position. If they are found qualified, they must submit their application. After the results of the selection are available, if they are accepted, they must complete their application according to regulations before the Director of Project Management Board 4 makes a decision to recruit civil servants.
- For diplomas issued by foreign educational institutions, when submitting the application, candidates must submit a photocopy of the diploma and transcript of academic results (all accompanied by a notarized Vietnamese translation) and a photocopy of the diploma certificate equivalent to the training level specified in the Vietnamese National Qualifications Framework as prescribed by the Ministry of Education and Training. In case the diploma is exempted from the diploma recognition procedure as prescribed in Article 5 of Circular No. 13/2021/TT-BGD DT dated April 15, 2021 of the Ministry of Education and Training, candidates must submit documents proving that the diploma is exempted from the diploma recognition procedure as prescribed.
- For candidates exempted from foreign language testing and assessment: candidates are required to submit photocopies of documents proving that they are exempted from foreign language testing and assessment.
- For priority candidates: Candidates are required to submit copies of documents proving that they are priority candidates in recruitment.
3.2. 02 envelopes with stamps clearly stating the recipient's address and phone number.
4. Deadline and location for receiving application documents:
- The deadline for receiving the Application Form is 30 days, starting from May 20, 2024 to June 18, 2024 (cases submitted after the above time are invalid); Morning from 8:00 to 11:30; Afternoon from 13:30 to 17:00 from Monday to Friday every week.

5. Time and location of the exam:
- Time:
+ Round 1: Expected before July 15, 2024;
+ Round 2: Expected before July 30, 2024.
- Recruitment location: Headquarters of Project Management Board 4, No. 354, VI Le Nin Street, Vinh City, Nghe An Province.
- Note: The Project Management Board 4 Recruitment Council will announce the list of candidates eligible to participate in the second round of recruitment, recruitment results, adjustment information (if any) and information on recruitment of civil servants according to regulations on the Vietnam Road Administration's electronic information portal (address:https://drvn.gov.vn).
Candidates whose applications have been received by Project Management Board 4 must proactively monitor the list, information on time, location of the examination and examination results at the Vietnam Road Administration's electronic information portal (address: https://drvn.gov.vn).
6. Recruitment method:
Recruitment of civil servants is carried out through examination.
7. Admission content:
Recruitment of civil servants is conducted in 2 rounds as follows:
a) Round 1: Check the application conditions on the Application Form according to the requirements of the job position to be recruited. If the requirements are met, the applicant will be allowed to participate in round 2.
* For foreign language proficiency requirements: Have foreign language skills equivalent to level 2 of the Vietnamese foreign language proficiency framework.
- If you have one of the following diplomas or certificates, it can be used instead:
+ Have a bachelor's, master's or doctoral degree in a foreign language in one of the five languages: English, Russian, French, German or Chinese.
+ Have one of the following bachelor's, master's, or doctoral degrees from studying abroad or studying in a foreign language in Vietnam in one of the five languages: English, Russian, French, German, or Chinese, recognized by a competent authority or automatically recognized according to the provisions of law.
+ Have a professional graduation certificate with output standards in foreign languages according to regulations with value equivalent to or higher than the standard of foreign languages level 2 or equivalent or higher in one of the five languages: English, Russian, French, German, Chinese.
The Recruitment Council checks the foreign language requirements according to the information declared by the candidate in the Application Form. After being admitted, the successful candidate must submit a copy of the foreign language diploma or certificate for checking and review.
- If there is no appropriate foreign language diploma or certificate, the Recruitment Council will organize an examination to assess foreign language proficiency according to the requirements of the recruitment position.
b) Round 2: exam on specialized professional subjects.
- Exam format: Written exam (multiple choice combined with essay).
- Exam content: Test candidates' knowledge of the Party's guidelines and policies, laws on the transport sector and field; candidates' professional skills in professional tasks and specialized skills in Project Management and Supervision Consulting: management of scope, plan; workload; construction quality; implementation progress; construction investment costs; safety; environmental protection; selection of contractors and construction contracts; risk management; management of construction information systems and some other contents.
- Exam time: 180 minutes (not including time to copy questions).
- Score: 100 points.
8. Subjects and priority points in recruiting civil servants:
a) Subjects and priority points in admission:
- Armed Forces Hero, Labor Hero, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points added to the results of round 2;
- Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of category B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;
- People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score;
- Union officials who grew up at the grassroots level, in the workers' movement: 1.5 points will be added to the results of round 2.
b) In case an applicant belongs to many priority categories specified in Clause 1 of this Article, only the highest priority point will be added to the round 2 score results.
9. Determining the successful candidates in the civil servant recruitment exam:
a) Candidates who pass the civil servant recruitment exam must meet the following conditions:
- Have a score of 50 points or higher in round 2 (not including bonus points).
- The second round score plus priority points (if any) are higher, taken in descending order of points in the recruitment quota of the job position.
b) In case there are 02 or more people with the same total score in round 2 plus priority points (if any) in the final quota, the person with the higher score in round 2 (without priority points) will be the successful candidate; if it cannot be determined, the Director of the Board will be the person to decide the successful candidate.
c) Those who fail the civil servant recruitment exam will not have their results retained for subsequent exams.
10. Recruitment fee:
Recruitment fees are determined based on the number of candidates taking the exam according to the provisions of Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Ministry of Finance stipulating the collection rates, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees.
