Southeast Economic Zone Management Board: Striving with businesses to find enough labor resources

The rapid increase of the foreign direct investment (FDI) sector has made an important contribution to the socio-economic development of Nghe An. During that process, investors and enterprises need a large number of workers to boost production and business. The Management Board of the Southeast Economic Zone clearly defines its responsibilities in this field and implements many solutions, accompanying enterprises to recruit enough labor for the common development goal.

The rapid increase of the foreign direct investment (FDI) sector has made an important contribution to the socio-economic development of Nghe An. During that process, investors and enterprises need a large number of workers to boost production and business. The Management Board of the Southeast Economic Zone clearly defines its responsibilities in this field and implements many solutions, accompanying enterprises to recruit enough labor for the common development goal.

To support businesses investing in Nghe An, all levels and sectors in the province have organized many activities to connect labor supply and demand. The Southeast Economic Zone alone has successfully organized 2 "Job Fairs between workers and businesses in industrial parks", helping businesses recruit over 30,000 new workers in 2024 and about 14,500 workers in the first quarter of 2025.

In 2025, the Southeast Economic Zone Management Board plans to organize 3 "Job Fairs". The first phase, the "Job Fair" will be held right after the Lunar New Year (February 8, 2025, the 11th day of the first lunar month). Although the work right after Tet is urgent, the Southeast Economic Zone Management Board has closely coordinated with departments, branches, Hung Nguyen district and VSIP Nghe An Company Limited to organize the "Job Fair 1, 2025" successfully beyond expectations.

At the festival, more than 1,818 people came to learn about job opportunities. At the festival, 37 units participated in recruiting workers (27 enterprises in VSIP Industrial Park, 10 enterprises providing employment services). By the end of the first quarter of 2025, there were about 60,000 workers working in the Economic Zone and Nghe An Industrial Parks.

The “Job Fair” activity initially created an event that attracted the attention of the people and people of working age in the province. During that process, all organizational work was thoroughly discussed and agreed upon; propaganda work was widely organized on many media channels of Nghe An province and central newspapers and radio stations. At the same time, propaganda work on social networks was promoted; oral propaganda work was organized by districts and communes to each residential area.

"The 2nd Job Fair, 2025" will be held all day on April 27, 2025 at WHA Industrial Park in Nghi Loc district.

Many districts and communes also organize vehicles to pick up and drop off workers to attend the "Job Fair". Through the "Job Fair", it contributes to promoting communication, consulting, introduction, and orientation of businesses, changing the perception of finding jobs in their hometowns of workers who work far from home or are exported to work. During the research process, many Nghe An workers who have been working far away for a long time have returned to join businesses in the province to work, both to have a stable income and to be close to family and relatives.

Through the “Job Fair”, it also shows that manufacturing enterprises and employment service enterprises have actively participated, enthusiastically supporting and consulting many job positions to help workers have many opportunities to choose a career to find a job, suitable for their family and personal conditions. Workers are excited to participate and highly appreciate the spread of the festival; the rate of workers (including unskilled workers, those with degrees, professional qualifications, foreign languages, etc.) registering and finding jobs at the festival is quite high.

According to a survey by the Southeast Economic Zone Management Board from industrial parks and a synthesis of labor recruitment needs from businesses in the area, by 2025, many projects and factories will come into operation, needing over 50,000 workers.

In response to such practical requirements, the Management Board has proactively proposed and coordinated with departments and branches to advise the Provincial People's Committee to submit to the Provincial Party Committee Standing Committee to issue Directive No. 33-CT/TU on "strengthening the Party's leadership in connecting labor supply and demand, solving employment, attracting labor for domestic enterprises and FDI enterprises in the province, period 2025 - 2030".

This is an important political basis for Party committees, authorities at all levels, enterprises and investors to do a good job in solving employment and taking care of the lives of workers in the area, especially localities with industrial parks located in the area so that the local labor market operates effectively and in a more positive direction.

Continuing to implement Directive 33 of the Provincial Party Standing Committee and on the basis of the successes of previous "Job Fairs", in late April 2025, the Management Board of the Southeast Economic Zone and related units coordinated with WHA Industrial Park to organize the "Job Fair Phase 2, 2025" (expected on April 27, 2025).

The activity is one of the important events to help businesses in WHA Industrial Park and other industrial parks in the area to access and recruit enough labor resources for development. It is also an opportunity for workers in the province to access businesses, seek job opportunities, and income for themselves and their families.

Through the evaluation of the "Job Fairs" and many solutions for coordinating labor recruitment, the Management Board of the Southeast Economic Zone realized that the entire political system from the province, departments to districts and communes in Nghe An has actively participated, creating a widespread influence to each commune, village and people. That is one of the important solutions to implement the spirit of“5 ready" of Nghe An province to create the most favorable conditions for investors when entering the province, including: Planning, connecting infrastructure, clean land, human resources and administrative procedure support.

To promote the values ​​of the “Job Fair”, we need to continue to widely propagate to all classes of people about the results of attracting investment to the province; promote information in many forms about the labor recruitment needs of enterprises; enterprises need to continue to have solutions to take care of recruited workers, from there, the workers working in enterprises and industrial parks will be the effective propaganda team for labor recruitment in the province.

On that basis, it is hoped that localities will continue to promote propaganda to the people about the labor needs of enterprises; enterprises will also increase interaction with workers, connect and coordinate with universities, colleges, and localities to approach graduating students, demobilized soldiers returning home, workers working far away who intend to return to their hometowns to work and organize job orientation sessions for these subjects. At the same time, enterprises and industrial parks also need to develop mechanisms and coordination programs to encourage workers to register for recruitment at enterprises, thereby, being able to screen applications and schedule interviews before, during and after the job fair.

We also hope that local authorities can continue to review, collect, and synthesize information about workers in conjunction with the population database; grasp the number of workers looking for jobs in the province to introduce to recruitment consulting units and businesses. At the same time, Nghe An Provincial Employment Service Center, employment service businesses, and labor recruitment businesses coordinate with localities to organize online job fairs (to help workers living far away still be able to connect).

In order to organize the "Job Fair" in the next sessions and make the job fairs in localities and establishments more extensive and effective, the Economic Zone Management Board has also requested the Provincial People's Committee to consider and issue documents for leadership and direction of the entire political system from the province to the grassroots level to actively and responsibly participate, making the connection between labor supply and demand an important political task in 2025 and the entire period of 2025-2030.

On that basis, continue to effectively implement Directive No. 33-CT/TU dated January 8, 2025 of the Standing Committee of Nghe An Provincial Party Committee on "Strengthening the Party's leadership in connecting labor supply and demand, creating jobs, attracting workers for domestic enterprises and FDI enterprises in Nghe An province, period 2025 - 2030".

On the business side, it is necessary to continue to grasp information about jobs, salaries, and bonuses at businesses in the same field in other provinces and cities to adjust salary levels, related policies and regimes, create transparency, and increase competitiveness in recruitment and labor attraction.

In addition to properly and adequately implementing salary policies for employees, businesses need to create a harmonious, stable, and progressive working environment so that employees can feel secure in their long-term commitment to local businesses. At the same time, they should pay attention to investing in building dormitories, social housing, schools, hospitals, etc. so that workers in industrial parks in the province can feel secure in working and living.

Currently, there are 4 social housing projects for workers licensed for investment, 4 dormitories and accommodation in the industrial park are meeting the accommodation needs of over 8,220 workers (Luxshare ICT and Everwin dormitories).

In March 2025, Nghe An province approved the investment policy for 2 housing projects for workers at VSIP Nghe An Industrial Park in Hung Nguyen district with 3,541 apartments, an area of ​​4.76 hectares; floor area is 195,170m22providing accommodation for 13,606 workers. Along with other projects, it is expected that by the end of 2025, in industrial parks in Nghe An, there will be more accommodation and social housing projects completed, meeting the accommodation needs of about 25,818 people.

For workers in the province, it is also necessary to have a clearer view of the job opportunities of enterprises investing in Nghe An, from which they can learn a profession that suits the recruitment needs of enterprises. Enterprises also have very high requirements for workers in terms of skills, awareness, and responsibility. Therefore, workers must be both skilled and aware of complying with labor procedures according to legal regulations and agreements between enterprises and workers.

Thereby, promoting the improvement of the quality and effectiveness of vocational training to meet the requirements of the labor market; focusing on developing occupational groups suitable for the investment attraction process, especially FDI projects in the global supply chain of electronics and green energy that have been and are continuing to expand investment in the province.

These activities contribute to creating sustainable jobs for workers and ensuring that businesses can recruit enough people when they start operating. At the same time, they promote the building of a harmonious relationship between workers and businesses, achieving the goal: “Workers and businesses cooperate with trust, prosperity and wealth".On that basis, continue to spread the spirit of "5 readiness" of Nghe An province in attracting investment, accompanying businesses in development.
