On the morning of February 28, the Provincial People's Court opened a first-instance criminal trial to try the case of "Illegal drug trafficking" against Le Tien Binh (aka Binh "cut", born in 1966), residing in Ben Thuy ward, Vinh city.

A train accident when he was young took away Le Tien Binh’s left foot. Because of his large family, Binh only finished secondary school and then dropped out. Despite losing his foot, Binh has an impressive track record in the underworld.
In 1988, Le Tien Binh was sentenced by the Vinh City People's Court to 15 months in prison for "Theft of citizens' property". In 1991, he was sentenced by the Vinh City People's Court to 12 months in prison for "Intentionally causing injury".
After being released from prison, Binh was able to improve himself for a while, get married and have two children. However, when his youngest child was just over two years old, Binh was arrested for organizing drug use for addicts.
In 2001, Le Tien Binh was sentenced by the Provincial People's Court to 9 years in prison for two crimes: "Organizing illegal drug use" and "Illegal possession of drugs". In 2008, after being released from prison, in 2010, Le Tien Binh was sentenced by the Vinh City People's Court to 42 months in prison for "Illegal drug trafficking".
At around 4pm on September 14, 2016, Trung Do Ward Police (Vinh City) caught Le Tien Binh red-handed selling a package of synthetic drugs to a man named Tuan for 200,000 VND. Police seized 5 bags of methamphetamine from Binh.
Searching Binh’s residence, the police continued to seize 5 packages of heroin and 1 package of synthetic drugs. The results of the determination of the purity ratio of the drugs seized from Binh had a total weight of nearly 120g.
At the trial, Le Tien Binh said that because he lost his ability to work, he was lured and enticed into buying and selling drugs for profit.
Considering the aggravating and mitigating circumstances, the People's Court sentenced Le Tien Binh to 18 years in prison.
